38 <br /> <br /> Chairman Bonds presented copies of The Historic Architecture of Cabarrus <br />County, North Carolina to Commissioner Nash and asked that he present a copy <br />of this book on behalf of the County to each of the schools in the Kannapolis <br />School system to be placed in the school library. Copies of this book were <br />previously donated to the other schools in the County. <br />UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board adopted the following Affirmative Action Plan. <br /> <br />SECTION 3 AFFIRMATIVE ACTION PLAN <br /> CABARRUS COUNTY <br /> <br />WHEREAS the Board of Commissioners of Cabarrus County is committed to the <br />principle of Affirmative Action within the County, and; <br /> <br />WHEREAS Cabarrus County is administering a CDBG funded program to upgrade <br />the minority area at Sidestown and Shankletown; <br /> <br />NOW, THEREFORE BE IT RESOLVED, that Cabarrus County agrees to implement the <br />following specific Affirmative Action steps directed at increasing the <br />utilization of business concerns located within the Section 3 covered area <br />or owned by Section 3 area residents. <br /> <br />Ao <br /> <br />To identify eligible business concerns for CDBG-assisted contracts <br />through the Chamber of Commerce, the Urban League, local advertising <br />media including public signage~ project area committees, citizen <br />advisory boards; lists available through the local HUD program <br />official; regional planning agencies, and all other appropriate <br />referral sources. <br /> <br />Fo <br /> <br />To maintain a list of eligible business concerns for utilization <br />in CDBG funded procurements, to insure that all appropriate project <br />area business concerns are notified of pending contractural <br />opportunities, and to make available this list for general county <br />procurement needs. <br /> <br />To require all winning bidders on contracts to submit, no later than <br />then (10) days after award, a written Section 3 plan including <br />utilization goals and the specific steps planned to accomplish <br />these goals. <br /> <br />To insure that contracts which are typically let on a negotiated <br />rather than a bid basis in areas other than Section 3 covered <br />project areas, are also let on a negotiated basis, whenever feasible <br />when let in a Section 3 covered project area. <br /> <br />To maintain r~cords, including copies of correspondence, memoranda, <br />etc. which document that all of the above Affirmative Action <br />steps have been taken. <br /> <br />To appoint or recruit an executive oficial of the county as Equal <br />Opportunity Officer to coordinate the implementation of this <br />Section 3 plan. <br /> <br />Loans, grants, contracts and subsidies for less than ten thousand <br />($10,000) dollars will be exempt. <br /> <br />Passed this 15th day of February, 1982. <br /> <br />Attest: <br /> <br />Ralph C. Bonds, Chairman <br /> <br /> Mr. Charles McGinnis, County Manager, reported that the installation <br />contract for the new communications equipment being provided by a Federal <br />grant has been extended until June 15, 1982. He noted, however, that the <br />equipment has to be in place and in operation by that date~ <br /> Commissioner Nash introduced the feasibility of repealing the local <br />ordinance regulating and licensing secondhand precious metal businesses as <br />the State legislature had enacted a statewide precious metal ordinance <br />which was effective October 1, 1981. <br /> <br /> <br />
