53

Dr. Donald Hayman and Ms. Elizabeth Pace of the Institute of Government
presented a proposed position classification and pay plan for Cabarrus
County as had been requested by the Board of Commissioners. Dr. Hayman
reported that in preparing the pay plan for Cabarrus County he had compared
salary data from other jurisdictions and had found that in many classes
Cabarrus County was relatively competitive with surrounding jurisdictions.
He recommended salary adjustments for approximately 41 employees in the
County's pay plan, stating the major problem with the County's present pay
plan involved the fact that the majority of the County employees were
grouped in the first three steps of the pay plan with the remainder of
the pay plan being unused. He stressed the importance of providing merit
raises to employees to allow them to advance in the pay plan. He advised
the Board that a policy of permitting the manager to grant merit salary
increases upon the recommendation of the department head will encourage the
better employee to remain with the County and be a productive employee.
The Board received the report from Dr. Donald Hayman for consideration
and took no action at this time regarding the matter.
UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and
unanimously carried, the meeting was adjourned until 3:00 P.M. on Tuesday,
March 16, 1982.
