53 <br /> <br /> Dr. Donald Hayman and Ms. Elizabeth Pace of the Institute of Government <br />presented a proposed position classification and pay plan for Cabarrus <br />County as had been requested by the Board of Commissioners. Dr. Hayman <br />reported that in preparing the pay plan for Cabarrus County he had compared <br />salary data from other jurisdictions and had found that in many classes <br />Cabarrus County was relatively competitive with surrounding jurisdictions. <br />He recommended salary adjustments for approximately 41 employees in the <br />County's pay plan, stating the major problem with the County's present pay <br />plan involved the fact that the majority of the County employees were <br />grouped in the first three steps of the pay plan with the remainder of <br />the pay plan being unused. He stressed the importance of providing merit <br />raises to employees to allow them to advance in the pay plan. He advised <br />the Board that a policy of permitting the manager to grant merit salary <br />increases upon the recommendation of the department head will encourage the <br />better employee to remain with the County and be a productive employee. <br /> The Board received the report from Dr. Donald Hayman for consideration <br />and took no action at this time regarding the matter. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the meeting was adjourned until 3:00 P.M. on Tuesday, <br />March 16, 1982. <br /> <br /> <br />
