65 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in called <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />March 30, 1982, at 7:00 P.M. to consider advancements in steps for County <br />employees in the present pay plan. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. LEntz <br /> Kenneth F. Payne <br /> A number of Law Enforcement personnel spoke in opposition to the <br />present County pay plan. Lieutenant James Griggs complained that the salaries <br />for officers in the Sheriff's Department were not in line with the salaries <br />of officers in the Concord Police Department. In addition, he requested <br />that the Sheriff's Department be treated fairly with other departments in <br />County government and asked that any pay increases approved this date be <br />made retroactive to September 1, 1981. Detective Ron Beaver stated that <br />the Board should address the priorities of employment benefits, salary <br />differential and salary adjustments in order for the Sheriff's Department <br />to recruit and maintain qualified personnel. Officer Darrell Joyner issued <br />the complaint that some secretaries in County government were paid at a higher <br />rate than Law Enforcement personnel. Kannapolis Officer Steve May complained <br />that no one had moved up in the County pay plan since its implementation in <br />1977. Sheriff J. B. Roberts again asked that the Board raise the level of <br />pay for officers in his department to the salary level of the Concord <br />police officers. <br /> Employees of the Cabarrus County Ambulance Service spoke in opposition <br />to the present level of pay for personnel in that department. Mr. Gordon <br />Brown presented a comparison of the salaries for personnel in that department <br />with salaries of personnel in the Mecklenburg County Ambulance Service. <br />Mr. Ron Harwood complained that the Board had not fulfilled a promise made <br />to them in 1979 and September, 1981, to grant a pay incentive for those <br />employees who complete EMT-IV training. He stated a number of personnel <br />have received the EMT-IV certification from the State but the Board had <br />failed to provide.the promised pay incentive. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board moved to consider a space needs study for <br />the Cabarrus County Courthouse. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board approved the following agreement with <br />Henningson, Durham & Richardson, Inc., to conduct a space needs study of the <br />Courthouse. <br /> <br />PART I - SPACE NEEDS STUDY <br /> <br />Under this phase of the agreement we will furnish the County with a Space <br />Needs Study which will include the following: <br /> <br />Study to include the following subdivisions: <br /> <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br /> 7. <br /> 8. <br /> 9. <br />10. <br /> <br />County Commissioners <br />County Manager <br />Planning Department <br />Land Records Management <br />New Offices for Zoning <br />Building Inspection <br />Tax Supervisor <br />Tax Collector <br />Sheriff's Offices <br />Solicitor <br /> <br />Study of existing spaces of the above department. <br />1. Specific spaces, facilities and relationship to other subdivisions. <br />2. Furniture and equipment requirements as it relates to space needs. <br />3. Number of present staff. <br />4. Schematic plans to indicate assignment of space. <br /> <br />Narrative description of probable future jail needs in relation to <br />segregation provisions and food preparation facilities. <br /> <br /> <br />
