67 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board moved to discuss tape recording equipment. <br /> Mr. Charles McGinnis, County Manager~'reported he had contacted Mr. <br />Nelson Mullis, sound engineer with Mac Victor Electronic Supply, regarding the <br />acquisikion of a portable sound equipment system. Based on recommendation <br />from Mr. Mullis, Mr. McGinnis proposed the purchase of a cassette recorder <br />with accessories at a cost of $459.59 and a public address system at a <br />cost of $1,076.10. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the Board agreed to ask the representative from Mac <br />Victor Electronic .Supply to be present at the Board meeting on April 5, <br />1982, and demonstrate the proposed equipment. <br /> Mr. Charles McGinnis, County Manager, recommended an automatic step <br />increase within a pay grade for County employees based on the number of <br />years service with the County. Under this automatic salary adjustment plan, <br />employees presently on Step 1 with one year of service would be moved to <br />Step 2, employees presently on Step 1 with two or more years service would <br />be moved to Step 3, and those employees presently on Step 2 with one or more <br />years of service would be moved to Step 3. Secondly, Mr. McGinnis recommended <br />that the Board follow the recommendation of the Institute of Government of <br />awarding merit raises to employees based on the recommendation of the <br />department head and subject to approval of the County Manager. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />a personnel matter. <br /> UPON MOTION of Commissioner Nash, secOnded by Commissioner Cook and <br />unanimously carried, the Executive Session was terminated. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board moved to initiate the County Manager's <br />proposal to grant automatic annual pay increases to Steps 2 and 3 of a <br />pay grade to employees for the first and second years of service and <br />added an automatic increase to Step 4 of the pay grade to employees with <br />three or more years of service effective April 1, 1982.
