<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />April 5, 1982, at 9:30 A.M.

<br /> The invocation was given by Reverend J. W. Phillips of First Wesleyan
<br />Church.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br /> unanimously carried, the minutes of March 15, March 16, March 24, and
<br /> March 30, 1982, were approved as written.
<br /> Messrs. Don Frye, Dwight Eury, and Ken Willis addressed the Board
<br /> regarding the poor condition of Poplar Tent Road and asked that immediate
<br /> repairs be made to this road. They cited such problems as the heavy volume
<br /> of traffic, the narrowness of the road, the numerous potholes, and the
<br /> frequency of accidents on Poplar Tent Road.
<br /> Mmes. Sam Harwood and Carol Blackwelder, residents of Moose Lodge
<br /> Road, complained of the dust created by the traffic using the Moose Lodge
<br /> facilities and asked that this road be paved.
<br /> Mr. Jerry Hammill spoke in favor of widening Cruse Road (SR 2444) as
<br /> included in the 1982-83 Secondary Construction Program recommended by the
<br /> State. He stated that this road was a main artery in Township 7 and was
<br /> used extensively by a trucking company and farmers in the area.
<br /> Mr. T. L. Patterson, District Engineer of the North Carolina Department
<br /> of Transportation, reviewed the proposed 1982-83 Secondary Construction
<br /> Program for Cabarrus County. He also presented the State's recommendation
<br /> that the money reserved for the stabilization of unpaved roads in the County
<br /> be used to stabilize Stirewalt Road, Fisher Road, and Wingard Road.
<br /> The Board reviewed the estimate in the amount of $360,000 from the
<br /> State to widen Poplar Tent Road approximately two feet, where needed, and
<br /> to extend drainage, to resurface along the widening and to paint striping.
<br /> During discussion of the proposed 1982-83 Secondary Construction program,
<br /> the Board addressed the feasibility of deviating from the priority listing
<br /> recommended by the State in order to use the secondary road funds to
<br /> improve Poplar Tent Road. '-
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz with
<br /> Commissioners Lentz, Nash, and Cook voting for and Chairman Bonds and
<br /> Commissioner Payne voting against, the Board adopted the following
<br /> 1982-83 Cabarrus County Secondary Construction Program as recommended by
<br /> the North Carolina Department of Transportation and approved the use of
<br /> the 15% of the 1982-83 funds reserved for spot stabilization of unpaved
<br /> roads to stabilize Stirewalt Road (SR 1616), Fisher Road (SR 2423), and
<br /> Wingard Road (SR 2462).
