Safrit, II, President of the Kannapolis Chamber of <br />Commerce, presented a list of four questions relating to the Cabarrus County <br />Water and Sewer Master Plan and bond referendum. He requested that the <br />Board of Commissioners provide answers to these questions as he explained <br />that these answers are pivotal to a sound conclusion about the~Chamber <br />position. In addition, Mr. Safrit questioned the possibility of delaying <br />the water and sewer bond referendum in order that more information could <br />be made available to the public regarding the bond issue. The questions <br />presented by Mr. Safrit were as follows. <br /> <br /> (1) Since the water and sewer master plan involves a cooperative <br />effort between or among the county and one or more other entities, why <br />has a governing authority not been proposed or established? If one is <br />contemplated, what would be its authority, responsibility and composition? <br /> <br /> (2) Under the water plan the county will purchase water for distribution <br />from the Concord Board of Light and Water Commission. What, if any, <br />contractual agreement has been entered into relative to present and future <br />water rates to be charged to the county? <br /> <br /> (3) Under the sewage plan, the county will utilize portions of the <br />sewage system of the Concord Board of Light and Water Commission. What, <br />if any, contractual agreement has been entered into relative to present <br />and future usage rates to be charged to the county? <br /> <br /> (4) What areas of Kannapolis will be served by the proposed county <br />water and sewer system? <br /> <br /> The Board accepted the questions from the Kannapolis Chamber of <br />Commerce and agreed to provide a response to the questions as soon as <br />possible. <br /> Mr. Gene Holbrooks, a member of the Kannapolis Chamber of C.ommerce, <br />stated that the proposed, water and sewer plan offered very little relief <br />to Kannapolis and stated that the proposed system should serve undeveloped <br />land which could be developed if water, and sewer were available. <br /> Mr. Nelson Mull±s of Mac Victor Electronic Supply, Inc., reviewed <br />the proposal for the purchase of a portable recorder and accessories at <br />a cost of $459,45 and a portable sound system in the amount of $1,076.10. <br /> Commissioner Cook made motion, seconded by Chairman Bonds, to purchase <br />the recorder at this time and discuss the purchase of the.amplifier at <br />budget time. <br /> UPON SUBSTITUTE MOTION of Commissioner Payne, seconded by Commissioner <br />Lentz with Commissioners Payne, Lentz, and Nash voting for and Chairman <br />Bonds and Commissioner Cook voting against, the Board authorized the purchase <br />of the portable recorder with accessories and the portable sound system at <br />the total cost of $1,535.55 provided that the system works to the ~satis- <br />faction of the County Manager in the courtrooms. <br /> Bids received for the excavation of a garbage hole at the Cabarrus <br />County Sanitary Landfill were as follows. <br /> <br /> <br />
