With the installation of this receiver in the communications
center, Spectrum Sales would program DART systems throughout the County
to activate this receiver when an emergency occurs providing rapid and
accurate information of the need and location. In accepting this proposal
Cabarrus County would be responsible solely for providing space for the
receiving station.
Lieutenant Howard Scarboro recommended that the type of receiver as
proposed by Mr. Blackwelder be installed in the new communications center
in the basement of the Courthouse. He explained that installation of this
unit would prevent the accumulation of a number of various types of burglar
and fire alarm systems in the new center and would eliminate the expense
of moving the present receiving units to the basement of the Courthouse.
Commissioner Nash made motion, seconded by Commissioner Cook to
accept the proposal presented by Mr. Ken Blackwelder of Spectrum Sales.
UPON SUBSTITUTE MOTION of Commissioner Cook, seconded by Commissioner
Payne and unanimously carried, the Board postponed action regarding the
proposal presented by Mr. Ken Blackwelder and requested that Mr.
Blackwelder meet with Ms. Rebecca Yarbrough, Emergency Medical Services
Administrator with the Centralina Council of Governments, regarding this
type of system. A recommendation is to be made to the Board at a later
date regarding this matter.
UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
unanimously carried, the Board appointed Mr. Richard Loggins as trustee
of the Fi{emen's Relief Fund for the Rimer Fire Department. This appointment
was in place of the appointment of Mr. Terry Sifford which had been
incorrectly approved at a previous Board meeting.
UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
unanimously carried, the Board adopted the following resolution.

WHEREAS,

the North Carolina Clean Water Bond Act of 1977 has
authorized the making of grants to aid eligible units
of government in financing the cost 6f construction
of wastewater treatment works, wastewater collection
systems; and,

WHEREAS,

Cabarrus County has need for and intends to construct
a water supply system and wastewater treatment and
collection system as proposed in Phase I of the
Cabarrus County Water and Sewer Study Update, June
1981, and

WHEREAS,

Cabarrus County intends to request grant assistance
for the project.
