87 <br /> <br />financing under the North Carolina Industrial and Pollution Control <br />Facilities Financing Act (the Act) of an industrial project by Philip <br />Morris Incorporated, a Virginia corporation, in connection with its new <br />cigarette manufacturing facility near Concord in Cabarrus County and <br />indicated that agreement by the completion of an Inducement Agreement <br />between the parties dated as of March 28, 1978; <br /> <br /> WHEREAS: The Authority intends to issue its Industrial Revenue Bond <br />(Philip Morris Incorporated Project) (the Bond) in the principal amount <br />of $1,000,000; and <br /> <br /> WHEREAS: Under NCGS §159C-4 the issuance of bonds under the Act must <br />be approved by the governing body of the county in which the project to <br />be financed under the Act is located; <br /> <br /> NOW THEREFORE, the Board of Commissioners of the County of Cabarrus <br />do the following: <br /> <br />BE IT RESOLVED BY THE BOARD OF COb~ISSIONERS FOR THE COUNTY OF CABARRUS: <br /> <br />The issuance of the Bond is hereby approved. <br /> <br /> Commissioner Lentz moved the passage of the foregoing resolution and <br />Commissioner Cook seconded the motion, and the resolution was passed by the <br />following vote: <br /> <br />Ayes: Commissioners Lentz, Cook, and Payne and Chairman Bonds <br />Noes: None <br />Not voting: Commissioner Nash <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz with <br />Commissioners Cook, Lentz, and Payne and Chairman Bonds voting for, the <br />Board appointed Mr. Harry Stafford to the Region F Business and Industry <br />Advisory Committee of the Centralina Council of Governments to replace <br />Mr. James Fleming who had resigned from the committee. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz with <br />Commissioners Cook, Lentz, and Payne and Chairman Bonds voting for, the <br />Board by resolution declared the week of April 25-May 1, 1982, as Emergency <br />Medical Services Week in Cabarrus County and approved the following <br />proclamation in conjunction with the proclamation signed by Governor James B. <br />Hunt, Jr. <br /> <br /> WHEREAS, our emergency medical services system provides life-saving <br />care to the citizens of this State; and <br /> <br /> WHEREAS, thousands of emergency medical technicians, paramedics, <br />emergency department physicians, and nurses are trained in a variety of <br />emergency medical techniques; and <br /> <br /> WHEREAS, a vast number of our citizens have been trained in cardio- <br />pulmonary resuscitation so they may help their fellow citizens in time of <br />need; and <br /> <br /> WHEREAS, concerned citizens and elected officials are serving on <br />regional emergency medical services councils throughout the State to <br />further guide the local development of a comprehensive emergency medical <br />care system; and <br /> <br /> WHEREAS, a large number of these individuals unselfishly volunteer <br />their time to provide this valuable service; and <br /> <br /> WHEREAS, recognition is due these individuals who serve on behalf <br />of all North Carolinians; now <br /> <br /> THEREFORE, The Cabarrus County Board of Commissioners, do hereby <br />proclaim the week of April 25-May 1, 1982, as <br /> <br /> EMERGENCY MEDICAL SERVICES WEEK <br /> <br />in Cabarrus County and commend this observance to our citizens. <br /> <br />By the Chairman: <br /> <br />/s/ Ralph C.
