Griffith and Associates presented information <br />pertaining to the development of a Cost Allocation Plan for Cabarrus County. <br /> Mr. John R. Boger, Jr., County Attorney, reported that the primary <br />election had been scheduled for June 29, 1982, with the second primary to'be <br />held on July 27, 1982. He advised the Board that July 27, 1982, would be the <br />earliest date possible to schedule the water and sewer bond referendum due <br />to legal requirements. <br /> During discussion of the proposed water and sewer bond referendum, <br />the Board addressed the feasibility of scheduling the bond referendum for <br />July 27, 1982, or delaying the referendum until the general election in <br />November, 1982. The motion made by Commissioner Nash to set the date of the <br />water and sewer bond referendum for the general election in November, 1982, <br />so that answers to questions can be clarified prior to commitment of funds <br />failed for lack of second. <br /> Commissioner Payne stated that the water and sewer bond referendum <br />should be held on July 27, 1982, the date of the second primary, in accordance <br />with the date originally proposed by ~e'Board. Also, Commissioner Payne <br />stated that an area in southwest Kannapolis might Perhaps be included in <br />this water and sewer bond package and that this area deserves some consid- <br />eration by the Board. Commissioner Lentz concurred with these statements. <br /> Commissioner Payne introduced the following resolution which was read: <br /> <br />RESOLUTION CALLING A SPECIAL <br /> BOND REFERENDUM <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br /> <br /> Section 1. A special bond referendum is hereby called to be held <br />between 6:30 A.M. and 7:30 P.M., on Tuesday, July 27, 1982, at which there <br />shall be submitted to the qualified voters of Cabarrus County the questions <br />stated in the notice of special bond referendum set forth in Section 3 of <br />this resolution. <br /> <br /> Section 2. For said referendum (i) the regular registration books for <br />elections in Cabarrus County shall be used and the registration books, <br />process or records shall be open for the registration of qualified persons and <br />for public inspection in the manner, under the conditions and at the times <br />and places as provided in said notice set forth in Section 3 of this resolution, <br />(ii) the registrars, judges and other officers of elections appointed by <br />the County Board of Elections of Cabarrus County for the several precincts <br /> <br /> <br />
