107 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />May 17, 1982, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Robert Leonard of Southside <br />Baptist Church. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the minutes of May 3 and May 6, 1982, were approved <br />as written. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the addition of Longbow Drive and <br />Blair Street to the state road system. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following budget amendment. <br /> <br />COMMUNITY DEVELOPMENT <br /> <br /> Present <br />Line Item Approved Revised <br />Acct. Clarke, Chairman of the Cabarrus County Community Based <br />Alternatives (CBA) Task Force, presented a recommendation from the Task <br />Force for the continued funding of the Temporary Shelter Care Project, <br />the Cabarrus County Wilderness Adventure Program, and the Cabarrus County <br />Court Psychological Services Project program. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board authorized the submission of the following <br />Community Based Alternatives (CBA) and Juvenile Justice and Delinquency <br />Prevention Act (JJDPA) grant applications. <br /> <br />(1) <br /> <br />Continued funding of the Temporary. Shelter Care Project involving <br />$47,180.00 in CBA funds, $13,582.00 in JJDPA funds, $8,600.00 <br />in local funds, and $21,436.00 in Lutheran Family Services <br />in-kind matching funds. No cash appropriations are requested <br />from the County for matching funds. <br /> <br />(2) <br /> <br />(3) <br /> <br />Continued funding of the Cabarrus County Wilderness Adventure <br />Program involving $4,000.00 in CBA funds with local matching <br />funds totaling $1,183.00, all but $400.00 of which will be in- <br />kind matching funds. The $400.00 in cash matching funds will <br />come from the County Parks and Recreation budget. <br /> <br />Continued funding of the Cabarrus County Court Psychological <br />Services Project program involving $2,000.00 in CBA funds and <br />$500.00 in local in-kind funds. <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Amendment to the <br />CETA Personnel Grievance Procedure. <br /> <br /> Amend the last sentence of Step Two of Article VIII. Grievance <br /> Procedure and Adverse Action Appeal, Section 3. Grievance and <br /> Adverse Action - Definition, by inserting the following: <br /> <br /> "except CETA participants and staff may appeal the local decision <br /> to the Prime Sponsor." <br /> <br /> <br />
