<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />Unanimously carried, the Board adopted "An Ordinance Regulating the Use of
<br />the Frank L~ske Park" as follows.
<br /> AN ORDINANCE REGULATING THE USE OF THE FRANK LISKE PARK
<br />BE IT ORDAINED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OF CABARRUS:
<br />
<br />SECTION I REGULATIONS
<br /> Ail persons going upon, using, or visiting the County property known as the
<br /> Frank Liske Park must conform to the following:
<br />
<br />CATEGORY I OFFENSES
<br />
<br />1. No person shall willfully remove, destroy, mutilate, or deface any
<br /> natural feature, properties, or equipment of or under the control
<br /> of the Park.
<br />

<br />No person shall drive, ride, park, or stop any motorized vehicle or
<br />bicycle in any park area other than roadways and lots marked and/or
<br />designed for vehicular traffic except authorized park personnel or
<br />its agents.
<br />
<br />No person shall dump, deposit, or leave trash or rubbish...
<br />including but not limited to cans, bottles, plastic or paper cartons,
<br />human excrement, fish entrails or other litter anywhere, except
<br />in garbage cans, toilets, and other trash receptacles designated and
<br />provided within the Park. Further, no person shall bring any such
<br />refuse into the Park for deposit.
<br />
<br /> No person shall display or discharge firearms, or explosives of any
<br /> kind, or BB guns, pellet guns, air guns, cross bows, long bows, and
<br /> sling shots within the Park except by park rangers or law enforce-
<br /> ment officers on official duty or in areas designated for such use._
<br /> Upon entering the Park any of the above weapons which a person
<br /> possesses must be made inoperative and placed in an enclosed area
<br /> that is not readily accessible
<br />
<br /> No person shall display, consume, or be under the influence of
<br /> alcoholic beverages or any narcotic drug, hallucinogen or any other
<br /> controlled substance without valid physician prescription.
<br />
<br /> No person shall engage in excessively noisy conduct of any kind, at
<br /> any time, within the Park such that it unreasonably disturbs other
<br /> park patrons or neighbors. The park ranger on duty is empowered to
<br /> determine whether noise is excessive or unreasonably disturbing.
<br />
<br />No person shall hunt, kill, wound, or willfully frighten, or attempt
<br />to capture, any wild animal within the Park.
<br />
<br />No person shall enter or remain in the Park except during those hours
<br />of operation that it is open to the general public, except for
<br />authorized parks department personnel or its agents.
<br />
<br />No person shall engage in criminal, disorderly, or abusive conduct
<br />of any kind within the Park.

<br />CATEGORY II OFFENSES
<br />
<br />No person shall engage in any activity which may constitute a
<br />hazard to the safety of said person or of other patrons, except
<br />when conducted within reasonable safety guidelines in specific
<br />areas designated by park management for such activity. Such
<br />activities, as example, may include, but are not limited ~o,
<br />archery, hitting of golf balls, and hor'seback riding.
<br />
<br />No person shall willfully damage, cut, carve, transplant or
<br />remove any tree, shrub, bush, or plant, or injure or pick their
<br />flowers, buds, seeds or bark within the Park.
