121 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> session at the County Courthouse in Concord, North Carolina, on Monday, <br /> June 7, 1982, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Burl Ashley of the Shadybrook <br /> Baptist Church. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the minutes of May 17, May 24, May 25, and May 27, <br /> 1982, were approved as written. <br /> The Board again reviewed the proposal from Spectrum Sales Corporation <br /> to install a Digital Alarm Report Transmission (DART) receiving station in <br /> new Communications Center located in the basement of the Courthouse free of <br /> charge and to provide at no cost to the County a private telephone line con- <br /> nected to the DART receiver for all incoming alarm reports. Mr. Ken <br /> Blackwelder of Spectrum Sales Corporation stated that the conversion costs <br /> for existing alarm systems would be approximately $200.00 per alarm system <br /> plus the charge by the local telephone company for the installation of a <br /> security jack to connect the system to the telephone line. In addition, <br />Mr. Blackwelder advised that other companies could provide compatible <br />.equipment which can be connected to the DART alarm monitoring system. Mr. <br /> Chipp Bailey of the Centrali~a Council of Governments, Sheriff J. B. Roberts, <br /> and Lt. Howard Scarboro recommended the installation of this type of digital <br /> alarm monitoring system in the new Communications Center. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br /> unanimously carried, the Board accepted the proposal from Spectrum Sales <br /> Corporation to install at no cost to the County the Digital Alarm Report <br /> Transmission (DART) monitoring system in the new Communications Center <br /> located in the Courthouse basement. This alarm monitoring equipment is to <br /> be the sole alarm receiving station installed in the new Communications <br /> Center. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br /> unanimously carried,the Board authorized the County Manager, the County <br /> Attorney, and law enforcement officials to draft an ordinance requiring <br /> that the names and addresses for those persons and companies on a direct <br /> dialer alarm system in the present Communications Center be registered <br /> with the Sheriff's Department and for the Board at a later date to set <br /> a limit of 8 months, 12 months, or other specified length of time for the <br /> conversion of the direct dialer systems to the new Digital Alarm Report <br /> Transmission (DART) system to be installed in the new Communications <br /> Center. <br /> Mr. Robert Melton of Vision Cable of Metrolina presented a progress <br /> report on the installation of cable service in Cabarrus County. He stated <br /> that the installation of cable service in those areas of the County having <br /> a density of 45 homes within a lineal cable mile should be completed <br /> approximately one year earlier than originally planned. <br /> Lt. James L. Coley proposed the adoption of an ordinance which he <br /> stated would enable law enforcement officers to enforce the regulation of <br /> loud and unnecessary noise throughout the county. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board adopted "An Ordinance Regulating Unreasonably <br /> Loud, Disturbing and Unnecessary Noise in the County of Cabarrus, North <br /> Carolina" as follows. <br /> <br />AN ORDINANCE REGULATING UNREASONABLY LOUD, DISTURBING AND UNNECESSARY <br /> NOISE IN THE COUNTY OF CABARRUS, NORTH CAROLINA <br /> <br /> BE IT ORDAINED, by the Board of Commissioners of Cabarrus County, <br />North Carolina, that the following ordinance be and the same is hereby <br />adopted: <br /> <br /> Section 1. (a) Subject to the provisions of this ordinance, the <br />creation of any unreasonable loud, disturbing and unnecessary noise of <br />such character as would be a detriment to Public health, comfort, safety, <br />welfare and prosperity of the residents of Cabarrus County, North Carolina, <br />is prohibited. <br /> <br /> <br />
