These contingency funds are sufficient to cover the cost of these
additional areas.
We recommend that you include the new areas shown on the accompanying
map in the Phase 1 portion of the program on the same basis as the
areas originally recommended.

If you have any questions, please let us know.

Very truly yours,

HENNINGSON, DURHAM & RICHARDSON, INC.

/s/ Charles L. Baker
REL

Charles L. Baker
Executive Vice President

CLB/bm
Encl.

UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and
unanimously carried, the Board moved that the recommendations thus stated
in the letter from Mr. Charles L. Baker of Henningson, Durham & Richardson,
Inc., be accepted by the Board of Commissioners provided that the areas
specified meet the cost effective criteria established for all other parts
of the County.
The Board reviewed the proposed policy to establish procedures for
appointments to County boards and committees. During discussion of this
matter, the Board addressed such concerns as the maintenance of a talent
pool for board appointments, the advertisement of vacancies on County boards,
the dual role provision allowing a person to serve on only one board at
a time, and the. limitation prohibiting a person from serving more than six
consecutive years on a county board.
UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and
unanimously carried, the Board tabled action on the proposed policy to
establish a procedure for appointments to County boards and committees with
each Commissioner to study the proposed policy and make any deletions or
additions to the policy prior to further discussion.
UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and
unanimously carried, the Board adopted the following fire protection resolution.

Whereas G.S. 153A-233 authorizes a county to maintain a fire
department and provide assistance to incorporated volunteer fire depart-
ments, and G.S. 153A-234 authorizes a county to employ a fire marshal;
whereas the Board of County Commissioners of Cabarrus County has deter-
mined that it is in the best interest and necessary for the protection
of the citizens of Cabarrus County and their property (a) to encourage
and financially aid in the equipment, maintenance, and government of
fire departments in the county in order that these departments can more
adequately and efficiently protect life, public buildings, homes and
other property in Cabarrus County, (b) to establish a fire protection
organization to WOrk with and supplement the Cabarrus County Emer-
gency Management organization, (c) to employ a fire marshal to
coordinate fire fighting and fire prevention activities under the County's
supervision and control.

Now, therefore, be it resolved by the Board of County Commissioners
of Cabarrus County, North Carolina:

SECTION 1. Cabarrus County will offer financial assistance for
the maintenance and operation of any fire department of a fire district
or municipality, qualifying for financial assistance under the terms of
this resolution, in the amount of $250.00 monthly, payable on or before
the tenth day of each month, and by revenue collected from the fire
district tax, provided a tax district has been established in accordance
with G.S. 69-25 for the area served.
