145 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />July 6, 1982, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Father Peter Washington of St. Joseph's <br />Catholic Church. <br />UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the minutes of June 21, 1982, were approved as written. <br /> Mr. Greg Hammaren of Vision Cable of Metrolina requested the Board's <br />permission to videotape the Commission meetings on the first and third <br />Monday of each month to be played on the local public access channel of <br />Vision Cable. None of the Board members objected to this request and <br />Vision Cable is to start this free service at the meeting on August 2, 1982. <br /> Mr. Charles D. McGinnis, County Manager, reported that the item regarding <br />the Gardner-Webb College degree program was to be removed from the agenda for <br />this meeting. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the Board set a public hearing for 10:00 A.M. on <br />August 2, 1982, for the naming of an unnamed road to Poor Land Farm Road. <br /> Bids received for the annual envelope supply for Cabarrus County for <br />1982-83 were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />May 27, 1982 <br /> <br />VENDOR BID BOND CERT. CHECK TOTAL BID <br /> <br />NCR Corporation <br />Double Envelope Corporation <br />Coleman Envelope & Printing, Inc. <br />Rowan Business Forms, Inc. <br />Unijax <br />Atlantic Envelope Company <br />Westvaco US Envelope Division <br /> <br />X <br /> <br />X <br /> <br /> $4,462.74 <br />X $2,863.98 <br />X $2,688.07 <br /> $3,577.15 <br /> $2,610.80 <br />X $3,867.96 <br />X $3,252.60 <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board awarded the bid for the 1982-83 envelope <br />contract to the low bidder, Unijax, in the amount of $2,610.80. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board appointed Commissioner Cook as the voting <br />delegate for Cabarrus County at the 75th Annual Conference of the North <br />Carolina Association of County Commissioners to be held in Raleigh in <br />August. <br /> The Board reviewed the recommendation from Mr. Fred Pilkington, <br />Health Director, to transfer septic tank improvements and repair permit <br />fees from the Health Department to the Building Inspection Department. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board set a $30.00 fee for septic tank installations <br />to be collected by the Building Inspection Department. This $30.00 fee <br />is effective immediately. <br /> Chairman Bonds stated that this was the day and hour scheduled for a <br />public hearing for the renaming-of roads in the county and asked if anyone <br />wished to speak 'for or against these road name changes. No one was present <br />to speak regarding the proposed changes. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the following road name changes. <br /> <br />Autumnwood Drive to <br />Oak Drive to <br /> <br />Fallwood Drive <br />Albany Drive <br /> <br /> The Board reviewed the request from Browning-Ferris Industries Waste <br />Systems for a solid waste management permit to collect waste from industrial <br />and commercial businesses in Cabarrus County. Mr. Bill Fisher of J & F <br />Disposal Company objected to the approval of this request, stating that <br />the present franchise haulers were adequately serving all places of business <br />in the county. <br /> <br /> <br />
