146 <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board referred the request from Browning-Ferris <br />Industries Waste Systems for a permit to collect industrial and commercial <br />waste back to the Health Director for a recommendation regarding the request. <br /> Chairman Bonds stated that this was the day and hour scheduled for <br />a public hearing to obtain citizen views concerning the needs of the County <br />in regards to the Housing and Community Development Act. No one spoke <br />during the public hearing regarding this matter. <br /> Mr. Bob Stark, Community Development Consultant, and Mr. W. S. Chandler, <br />Jr., Planning Director, reviewed the procedures for submitting applications <br />for funding under the community revitalization category of the North <br />Carolina Small Cities Community Development Block Grant Program. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />WHEREAS; Title I of the Housing and Community Development Act of 1974 as <br />amended in 1981 (P.L. 93-393) and State Laws establishing State Depart- <br />ments, Institutions, and ComMissions (G.S. 143-323) and the Executive <br />Organization Act of 1973 (G.S. 143B-276 and 277) authorizes the State of <br />North Carolina to undertake the North Carolina Community Development <br />Block Grant Program, and <br /> <br />WHEREAS; Subchapter 13L-North Carolina Community Development Block Grant <br />Program, Section .0200-.0201, permits all counties to apply for CDBG <br />funding, and <br /> <br />WHEREAS; The Board of County Commissioners of Cabarrus County recognizes <br />the needs of the Shankletown area such as deteriorating housing, unpaved <br />streets, an inadequate water system, and poor storm water drainage, <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of <br />Cabarrus County, North Carolina that: <br /> <br />The application requesting funding underthe Community <br />Revitalization category of the North Carolina Small Cities <br />Community Development Block Grant Program is hereby approved. <br /> <br />The Chairman of the Board of County Commissioners of Cabarrus <br />County is authorized to execute said application and the <br />filing with the North Carolina Department of Natural Resources <br />and Community Development is hereby approved. <br /> <br />Resolution passed and adopted by the Cabarrus County Board of County <br />Commissioners this 6th day of July, 1982. <br /> <br />ATTEST: <br />/s/ Frankie F.
