<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />August 2, 1982, at 9:30 A.M.
<br /> Present - Chairman: Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend Larry E. Irvin, Sr., of the
<br />Church of the Living Word.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and
<br />unanimously carried, the Board amended the minutes of the Zoning Public
<br />Hearing on July 1, 1982, to enumerate the following Parcel Identification
<br />(PIN) Numbers for property rezoned on the Old Charlotte Road and Roberta
<br />Road:

<br />from R-8 to C-1. 5529(10)-37-9060, -37-0016, -37-1282, -37-3311,

<br />UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the minutes of July 19, 1982, were approved as written.
<br /> Mr. Wesley B. Grant, attorney representing Browning-Ferris Industries,
<br />Inc., in their request regarding the hauling of solid waste, asked that this
<br />matter be tabled until such a time that his client submitted a request to
<br />be included on the agenda for a meeting of the Board of Commissioners.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and
<br />unanimously carried, the Board tabled Agenda %tem Number 1 - "Solid Waste
<br />Permit Request".
<br /> Ms. Rebecca R. Yarbrough, Emergency Medical Services Program
<br />Adminstrator with the Centralina Council of Governments, requested that
<br />the Communications Equipment Grant Award be tabled until a later date
<br />as one of the vendors had filed a formal protest regarding the bid award
<br />with the North Carolina Emergency Medical Services Office.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
<br />unanimously carried, the Board tabled action on the Communications
<br />Equipment Grant Award until such a time that the conflicts regarding the
<br />bid award are resolved.
<br /> Motion was made by Commissioner Cook and seconded by Commissioner Nash
<br />to add Twinkle Drive to the state road system for maintenance. Questions
<br />were posed at this time regarding the addition of this road to the state
<br />system and the source of the funding in the amount of $4,500.00 to grade,
<br />drain, .and stabilize Twinkle Drive for addition to the state system.
<br /> UPON SUBSTITUTE MOTION of Commissioner Cook, seconded by Commissioner
<br />Nash and unanimously carried, the Board delayed action on the addition of
<br />Twinkle Drive to the state secondary road until Mr. T. L. Patterson, District
<br />Engineer of the North Carolina Department of Transportation, arrived at the
<br />meeting.
<br /> Commissioner Lentz nominated Mr. Joe Ridenhour of Kannapolis for
<br />appointment to the Cabarrus County Planning Board. Nomination was seconded
<br />by Commissioner Payne
<br /> Chairman Bonds nominated Mr. Larry Loving of Midland for appointment
<br />to the Cabarrus County Planning Board. Nomination was seconded by
<br />Commissioner Cook.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, nominations for appointment to the Cabarrus County
<br />Planning Board were closed.
<br /> UPON MOTION of Commissioner' Cook, seconded by Commissioner Nash and
<br />unanimously carried, the Board appointed Messrs. Joe Ridenhour and Larry
<br />Loving to the Cabarrus County Planning Board for a term of three (3) years
<br />expiring August 31, 1985.
<br /> Commissioner Cook made motion, seconded by Commissioner Lentz, to
<br />write a letter of appreciation to Messrs..Raiford Troutman and Billy Plummer
<br />for their service on the Cabarrus County Planning Board. Chairman.Bonds
<br />directed that a letter be written to both of these men expressing the Board's
<br />appreciation for their service to the County as a member of the Planning
<br />Board.
