163 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />August 16, 1982, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Thomas Hogan of the McGill Avenue <br />Baptist Church. <br />UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of August 2, 1982, were approved as written. <br /> Mr. Charles D. McGinnis, County Manager, requested the removal of <br />Mellisa Drive from consideration for addition to the state road system as <br />the Secondary Road Addition Investigation Report for Mellisa Drive had not <br />been received from the North Carolina Department of Transportation. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the addition of Windermire Drive <br />and Old Farm Road to the state road system. <br /> Commissioner Lentz presented the following petition from residents of <br />Twinkle Drive, a road which had been approved for addition to the state road <br />system by the Board of Commissioners on August 2, 1982. <br /> <br />TO: THE CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> We, the undersigned residents of Twinkle Drive, off Rimer Road, <br />respectfully submit this petition to the Cabarrus County Board of Commissioners. <br />We request that our private road be left as is, and that under no circum- <br />stances, rights be given to the State of N. Herring.. <br /> <br /> Commissioner Nash reported that Mr. Frank McCray, member of the <br />North Carolina Board of Transportation who had signed the original petition <br />asking for addition of Twinkle Drive to the state road system, had advised <br />him that based on the desire of some of the people who had originally signed <br />the petition it was his wish that the Board rescind its action of August 2, <br />1982. According to Commissioner Nash, Mr. McCray had instructed Department <br />of Transportation officials to take similar action to rescind approval of <br />the addition of Twinkle Drive to the state road system. <br /> Mr. Bill Menius, resident of Twinkle Drive, requested that Twinkle <br />Drive remain a private road. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board rescinded the action taken by the Board on <br />August 2, 1982, which had approved the addition of Twinkle Drive to the <br />state road system. The Board requested the North Carolina Department of <br />Transportation to not consider favorably the petition to add Twinkle Drive <br />to the state secondary road system and to return the petition to the <br />County. <br /> Mrs. Frances B. Long, Director of Social Services, reported that the <br />North Carolina Department of Agriculture, in cooperation with the Division <br />of Social Services, were planning the future distribution of cheese and <br />creamery butter to needy households during the months of October and <br />December, 1982. She advised the Board that in order for persons in Cabarrus <br />County to receive the cheese and butter it would be necessary for the <br />County to provide freezer storage facilities, paper bags for the distri- <br />bution of the butter to recipients, and staff members from the Department <br />of Social Services to work with volunteers in dispersing the butter and <br />cheese to needy households in the county. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board agreed to accept the cheese and butter to <br />be distributed to the needy households in the county under the direction <br />of the Department of Social Services. The amendment concerning the dis- <br />tribution of butter to the agreement for distribution of process cheese <br />as approved is as follows. <br /> <br /> <br />
