<br /> The Board of Co~mmissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Tuesday,
<br />September 7, 1982, at 7:00 P.M.
<br /> Present - Chairman: Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Dr. Gerald Smith of Kerr Street Baptist
<br />Church.
<br /> UPON MOTION of Commissioner Cook~ seconded by Commissioner Payne and
<br />unanimously carried, the minutes of August 16, 1982, were approved as
<br />written.
<br /> Mr. Wesley Grant, attorney appearing on behalf of Browning-Ferris
<br />Industries (BFI), Inc., presented a request that the company be permitted
<br />to collect commercial and industrial waste in Cabarrus County. Mr. W. A.
<br />Pearman, Marketing Director for BFI, Inc., reiterated that company's
<br />request to operate in Cabarrus County in the collection of commercial and
<br />industrial refuse. He noted that BFI, Inc., was presently serving the
<br />Philip Morris facility in Richmond and had been asked to submit a bid
<br />for the Philip Morris account in Cabarrus County.
<br /> Mr. Bill Fisher of J & F Disposal stated opposition to the approval
<br />of an additional franchise hauler in Cabarrus County.
<br /> The Board reviewed the recommendation from Mr. Fred Pilkington, Health
<br />Director, that BF1, Inc., be denied a permit for the collection of
<br />industrial and commercial waste as a survey of local businesses and
<br />industries had indicated that all were satisfied with existing services
<br />available in the cQunty. During discussion of this matter, it was noted
<br />that Mr. Roy Lee Alexander of Granite Quarry had been grandfathered in
<br />under the ordinance governing the management of solid waste and was presently
<br />collecting industrial and commercial refuse in Cabarrus County.
<br /> Motion made by Commissioner Cook to grant a non-exclusive franchise
<br />to Browning-Ferris Industries, Inc., for the collection of commercial
<br />and industrial waste failed for lack of second.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne with
<br />Chairman Bonds and Commissioner Lentz and Payne voting for and Commissioners
<br />Cook and Nash voting against, the Board denied the request from Browning-
<br />Ferris Industries, Inc., as recommended by the Health Director.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and
<br />unanimously carried, the Board approved the addition of Heritage Drive and
<br />Pine Cape Court to the state secondary road system.
<br /> Mr. Terry Rowland, Tax Supervisor, and Mr. W. P. Ferriss, owner of
<br />the firm conducting the revaluation program in Cabarrus County, briefly
<br />reviewed the manual establishing the schedules, standards, and rules for
<br />the revaluation of real property in Cabarrus County.
<br />UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
<br />unanimously carried, the Board adopted the revaluation manual as presented.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, the Board authorized the Health Director and County
<br />Manager to seek bids on the replacement of the pan for the sanitary landfill.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and
<br />unanimously carried, the Board declared an emergency situation in regards
<br />to the poor condition of the communications repeater located at the County
<br />Courthouse and authorized the purchase of a repeater at the cost of
<br />$5,919.00 from Motorola Communications and Electronics, Inc., with the
<br />appropriation of $5,919.00 from Commissioners' Contingency Fund for this
<br />purchase.
<br /> The Board reviewed the request from Ms. Frances L. Murdock, Vice-
<br /> Chairman of the Iredell County Board of Commissioners, regarding appointments
<br /> to committees of the North Carolina Association of County Commissioners.
<br /> Commissioner Payne expressed~ an interest in serving on the education
<br /> committee and his name is to be submitted to Ms. Murdock.
<br /> The Board reviewed the bid awards approved by the Centralina Council
<br /> of Governments Board of Delegates for the Emergency Medical Services (EMS)
<br /> Communications equipment for Cabarrus and Stanly Counties under the
<br /> 1204(1) grant. The contract awards as approved by the Centralina Council
<br /> of Governments and the North Carolina Office of Emergency Medical Services
<br /> were as follows.
