175 <br /> <br /> Mr. Lipe Barrier of the Soil and Water Conservation District and <br />Mr. Hugh Price, District Conservationist, presented a report and slide <br />presentation regarding the need for channelization of local streams. <br />Mr. Barrier requested a County appropriation in the amount of $15,000.00 <br />to be used by the Soil and Water Conservation District to contract work <br />to clear the streams in the county. He also urged the Board to consider the <br />levying of a one-cent tax during the next fiscal year for the Watershed <br />budget. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br />unanimously carried, the Board appropriated $10,000.00 from the Commissioners' <br />Contingency Fund to the Soil and Water Conservation District budget to be <br />used for the improvement of streams in the county. <br /> Dr. Kenneth Underwood complained that he had been unable to obtain <br />a variance from the Zoning Board of Adjustment in order to use the structure <br />known as the Odell Teacherage as a multi-family dwelling to provide <br />housing for teachers. The Board received the complaint as information <br />only and advised Dr. Underwood that the Board of Commissioners has no <br />jurisdiction in this matter. <br /> Mr. Bill Stafford of the Silverhill Community questioned the Board <br />regarding the County's progress in having the dilapidated homes razed <br />in that community and the effect that the annexation plans for Silverhill <br />Community as announced by the City of Concord will have on the County's <br />project. He also requested information regarding the status of a sewer <br />grant application for the Silverhill Community. <br /> The Board advised Mr. Stafford that Mr. Charlie Irvin, Building <br />Inspector, is currently working on the project and will submit a list <br />of homes in the community to be demolished and permission not granted by <br />the owners to the County Attorney for legal proceedings. The program <br />to clear the community of the dilapidated homes will continue until the <br />area is annexed by the City of Concord. Also, the Board informed Mr. <br />Stafford that no response has been received from the State regarding the <br />sewer grant application for the Silverhill Community. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board moved to go into Executive Session for <br />legal advice from the County Attorney. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the Board moved to terminate the Executive Session. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following resolution: <br /> <br />That the resignation of W. S. Chandler, Jr., dated August 31, 1982, <br />to be effective November 19, 1982, be accepted and that he be granted <br />a leave' of absence with pay effective September 1, 1982, in order to <br />complete the Fiscal Impact Analysis, Prototype for Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
