176 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />September 20, 1982, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Crawford White of the Second <br />Presbyterian Church. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and <br />unanimously carried, the minutes of September 2 and September .7, 1982, <br />were approved as written. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved an amendment to the Cabarrus <br />County Wilderness Adventure Program budget to accept $4,000.00 in additional <br />Community Based Alternatives (CBA) Funds for a budget totaling $8,000.00 <br />in CBA Funds and $2,408.00 in Cabarrus County matching funds. The revised <br />Wilderness Adventure Program budget is as follows. <br /> <br />Original Budget <br /> <br />New Budg~,t <br /> <br /> Amount Percentage Amount <br />Total Budget $5,183.00 100% $10,408.00 <br />CBA Funds $4,000.00 77% $ 8,000.00 <br />Local Funds $1,183.00 23% $ 2,408.00 <br />Federal Funds -0- -0- <br />Other -0- -0- <br /> <br />Percentage <br /> <br />100% <br /> 77% <br /> 23% <br /> <br /> Mayor Martha Melvin of the Town of Harrisburg requested that the Board <br />seriously consider the construction of an interceptor sewer line from the <br />Rocky River Regional Wastewater Treatment Plant to the Town of Harrisburg. <br />She advised the Board that the cost for the construction of this sewer line <br />is presently designated at $1.4 million and that there were two possible <br />means by which the cost to the County could be reduced to approximately <br />$850,000 to $900,000. According to Mayor Melvin, the County is eligible <br />to apply for~hardship funds totaling $420,000 and could also possibly obtain <br />funds ranging from $80,000 to $130,000 from an unidentified source for <br />construction of this project. Mayor Melvin stated that past commitments <br />w~re made by Cabarrus County and the Town of Harrisburg under the regional <br />201 Facility Plan. She advised the Board the Town of Harrisburg had ful- <br />filled all of its commitments under the 201 Plan including the construction <br />of a water system and other improvements in preparation for a town sewer <br />system. Mayor Melvin urged the Board to give a new designation of commit- <br />ment to construct this interceptor sewer line, stating that the Town of <br />Harrisburg would now lose grant funds as well as a low interest loan <br />which has already been committed to the town if the County does not <br />provide funding for this sewer line. <br /> The Board agreed for Commissioners Payne and Nash and Mr. Charles <br />McGinnis, County Manager, to meet with Mayor Melvin at the earliest possible <br />date for further study of this matter. <br /> Mr. Alvin M. Stanford, County Extension Chairman, presented a request <br />for the acquisition of a micro-computer, Radio Shack 64KTR580, Model II, <br />for the Agricultural Extension Service office under a cost-share program <br />with the North Carolina Agricultural Extension Service paying approximately <br />$4,000.00 and Cabarrus County paying approximately $2,500.00. He advised <br />the Board that the state administration had agreed to leave the micro- <br />computer in Cabarrus County if it is purchased under the cost-share program. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the transfer of $2,500.00 <br />from the FICA and group hospitalization allocation in the 1982-83 Agricultural <br />Extension Service budget for the purchase of a micro-computer under a <br />cost-share program with the North Carolina Agricultural Extension Service. <br /> Mr. Charles McGinnis, County Manager, reported that bids received for the <br />annual office supply contract were as follows. <br /> <br /> <br />
