177

LEGAL ADVERTISEMENT DATE:
August 16, 1982

VENDOR

CERT. CHECK CASH DEPOSIT BID AMOUNT

Williams Office Supply
Forms & Supply
Metrolina Office Suppliers, Inc.

x $ 1,925.83
X $ 1,853.59
X $ 1,773.98

UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and
unanimously carried, the Board awarded the bid for the office supply
contract to the low bidder, Metrolina Office Suppliers, in the amount
of $1,773.98.
Mr. James L. Pharr, Fire Marshal, appeared on behalf of the Cabarrus
County Firemen's Association to ask that eight (8) acres of County-owned
property be set aside near the Health Department to build a training facility
for the approximately 500 firemen in Cabarrus County. The proposed
training facility would include a drill center, burn pits, a pumper test
pit, and classroom facilities. Mr. Pharr reported that once land is obtained,
the Firemen's Association plans to conduct fund raising drives and ask for
donations of materials and talents to 6onstruct the training facility.
UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
unanimously carried, the Board deferred the matter until answers are
obtained to the questions relating to the Duke Power right-of-way located
across the property, the legal description of the property committed to
the Health Department, the plans of the City of Concord for a training
facility for fire service personnel, and the financing of the fire training
facility.
UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and
unanimously carried, the Board appointed Mr. Eric Richards as the Youth
Representative on the Cabarrus County Parks and Recreation Advisory
Commission for a one-year term.
Mr. Charles McGinnis, County Manager, reported he had met with the
County's insurance underwriter this date regarding health insurance
benefits for retired County employees. He stated that he had been informed
that retired employees under the age of 65 may remain under the County's
group coverage at the same premium rate as active employees and that employees
age 65 and older may obtain identical coverage directly from the insurance
company as an individual or through the County at the same rate of $31.95
per month. Mr. McGinnis advised the Board that retired employees ranging
from the ages of 62 to 65 would affect the County's experience modification
because these claims would be charged to the County's group coverage but
that retired employees 65 and older would not affect the experience modi-
fication as they would be charged to the regular non-group coverage provided
by the insurance company.
Chief Robert L. Ketchie of the Kannapolis Police Department stated
that hospitalization insurance benefits for retired County employees would
provide an incentive for law enforcement officers to remain with the County.
UPON MOTION of Commissioner~Nash, seconded by Commissioner Payne and
unanimously carried, the Board deferred the matter of health insurance for
retired County employees until the Board receives written clarification
from the insurance company regarding the cost of insurance for the retired
employees.
UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and
unanimously carried, the Board moved to award the following service side
arms at a cost of $1.00 each to the retiring law enforcement officers.

J.
