181 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 4, 1982, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy Ro Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Warner Bumgarner of Jackson Park <br />Baptist Church. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the minutes of September 20 and September 29, 1982, <br />were approved as written. <br /> The Board again discussed the feasibility of Cabarrus County providing <br />health insurance coverage for retired County employees. In accordance with <br />the General Statutes, such health insurance may be paid entirely by the <br />county, partly by the county and former employee, or entirely by the former <br />employee, at the option of the county. Mr. Ken Doyle, Group Sales Repre- <br />sentative with Blue Cross Blue Shield, reported that he had recently received <br />notification that new federal laws effective January 1, 1983, would change <br />the relationship between Medicare and employer-provided insurance. According <br />to Mr. Doyle, this new law would make the employer-provided insurance the primary <br />payee and Medicare secondary. He stated that the Medicare Supplement now <br />offered to all persons age 65 and over would not be feasible after <br />January 1, 1983. Mr. Doyle recommended that the Board delay action to <br />add retired employees age 65 and over to the County's health care program <br />until after January 1, 1983 when additional information will be available <br />regarding the impact the new law will have on all groups that have retired <br />or active employees who are over age 65 and the effect claims incurred by <br />these employees will have on the County's claims experience. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board deferred the matter of health insurance for <br /> retired employees age 65 and over until the first meeting in January, 1983. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br /> unanimously carried, the Board agreed that the County will carry any employee <br /> retiring between this date and January 1, 1983, who is not age 65 or over <br /> on the County's group health insurance policy until the Board receives <br /> clarification on the proposed changes in the retirement and insurance <br /> benefits program. <br /> Bids received for the 1982-83 law enforcement uniform contract were <br /> as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />August 16, 1982 <br /> <br />VENDOR BID BOND SHERIFF KPD TOTAL BID <br /> <br />Stinnette Uniform Sales, X <br />Inc. <br />The Hub Uniform Co, Inc. He advised the Board that the officers would be assured a <br />better fit and could obtain needed uniforms in less time if the officer <br />could go to Hub Uniform Company in Charlotte, select the needed uniforms <br />from stock, and be fitted for these uniforms at that time. <br /> Mr. Rob Freeborn of Stinnette Uniform Sales advised the Board that <br />a representative from his company would come to the Sheriff's Department <br />to measure the individuals to guarantee fit, would deliver the uniforms, <br />and would also pick up and deliver uniforms whenever alterations were <br />needed. Mr. Freeborn further stated that a company representative would <br />visit the Sheriff's Department once a week to handle any problems which <br />may come up. He assured the Board that any alterations would be completed <br />and uniforms returned to the officer in a timely manner. <br /> <br /> <br />
