<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, the Board awarded the law enforcement uniform bid
<br />for 1982-83 to the low bidder, Stinnette Uniform Sales, Inc., in the
<br />amount of $24,440.35.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and
<br />unanimously carried, the Board set a fee of $10.00 per copy for the Zoning
<br />Reference Book compiled by the Zoning Department.
<br /> Mr. Fred Pilkington, Health Director, presented the proposed Animal
<br />Control Ordinance as recommended by the Cabarrus County Board of Health.
<br />During discussion of this matter, Mr. Leon Overcash, Chief Dog Warden,
<br />objected to the adoption of this ordinance as he stated it would be
<br />impossible to enforce the ordinance as proposed. Mrs. Betsy Carpenter,
<br />President of the Cabarrus Animal Protection Association, urged acceptance
<br />of the proposed ordinance, stating that animal control laws were now handled
<br />in a haphazard way in the county and that written guidelines were needed
<br />outlining all animal control laws and rabies control laws as well as
<br />including regulations relating to cruelty to animals.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and
<br />unanimously carried, the Board deferred action on the proposed Animal
<br />Control Ordinance for additional review of the matter.
<br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and
<br />unanimously carried, the Board adopted the following resolution as recommended
<br />by the Cabarrus County Board of Health.
<br /> Whereas, Gladys Lear Grass, R.N., was employed by the
<br /> Cabarrus County Health Department for 30 years; and
<br />
<br /> Whereas, Mrs. Grass was a dedicated public health pro-
<br />fessional who served as school health nurse in every school
<br />within the county and as home health coordinator, Red Cross
<br />instructor, Flight Nurse for the Civil Air Patrol, and
<br />Coordinator of the Crippled Children's Program to name but a
<br />few of her accomplishments; and
<br />
<br /> Whereas, Mrs. Grass's involvement in the community touched
<br />many lives and improved the health and well-being of many citizens
<br />of Cabarrus County, now
<br />
<br /> Therefore, be it resolved, that the Kannapolis Satellite
<br /> Health Clinic be renamed the Gladys L. Grass Satellite Health
<br /> Clinic to honor her memory and the contribution she made to
<br /> public health in this county.
<br />
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
<br />unanimously carried, the Board accepted the resignation of Ms. Connie W.
<br />Bowers, R.N., from the Cabarrus County Board of Health.
<br /> Commissioner Nash nominated Ms. Jessie Blackwelder for appointment
<br />to the unexpired term on the Board of Health. Commissioner Lentz nominated
<br />Mr. Lewis Williams for appointment to the vacancy on the Board of Health.
<br />Voting was as follows.

<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne with
<br />Commissioners Lentz, Payne, and Cook voting for, the Board appointed
<br />Mr. Lewis Williams to the Cabarrus County Board of Health to complete the
<br />unexpired term of Ms. Connie W. Bowers ending on December 31, 1983.
<br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and
<br />unanimously carried, the Board deferred the appointment of a member to
<br />the Board of Equalization and Review for 1983 to fill the vacancy created
<br />by the resignation of Mr. Thomas Dayvault.
<br /> Mr. Charles D. McGinnis, County Manager, reported that a question had
<br />been presented to him regarding a contribution by Cabarrus County for the
<br />purchase of bullet proof vests by the three deputies employed by the Town
<br />of Mt. Pleasant. Cabarrus County is presently paying $100.00 each towards
<br />the purchase of a vest by County law enforcement officers.
<br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook with
<br />Commissioner Lentz, Cook, and Nash voting for and Commissioner Payne
<br />and Chairman Bonds voting against, the Board agreed to include the three
<br />deputies employed by the Town of Mt. Pleasant in the County's bullet
<br />proof vest program and to contribute towards the purchase of a vest by
<br />each of these officers.
