He urged the Board to keep the agricultural tax rates <br />as low as possible due to the depressed economy and the problems the farmers <br />are experiencing at this time. <br /> Farmers speaking against the proposed farm use schedule included <br />Mr. Mike Harkey, President of the Cabarrus County Farm Bureau, and Messrs. <br />Lipe Barrier, George F. Hahn, and Howard Boger. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and <br />unanimously carried, the Board referred the proposed farm use schedule to <br />Mr. Terry Rowland, Mr. W. P. Ferriss, Mr. Bill Babb, and Mr. Alvin Stanford <br />for further study with a recommendation to be presented to the Board at the <br />meeting on November 15, 1982. <br /> Mr. Sam Davis, representative of Historic Cabarrus, Inc., reported <br />that pursuant to a resolution adopted by the Board in 1981 the architect <br />working on the renovation of the Old Courthouse had investigated the <br />coordination of landscaping for the Old Courthouse and the present <br />Courthouse facility. He stated the architect had recaumendedthe construction <br />of a circular sidewalk in front of the Old Courthouse connecting to the <br />north front steps of the new Courthouse and the placement of a sidewalk <br />from the rear door of the Old Courthouse to the parking lot. Mr. Davis <br />stated the architect had also recommended that a catch basin be installed <br />at the rear of the Old Courthouse to correct drainage problems created <br />by the water run-off from the parking lot. According to Mr. Davis, the <br />estimated cost for the sidewalks and the catch basin would total $4,500.00. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook with <br />Commissioners Lentz, Nash, and Cook voting for and Commissioner Payne and <br />Chairman Bonds voting against, the Board appropriated $4,500.00 from the <br />Commissioners' Contingency Fund to provide funds for installing the <br />sidewalks and catch basin on the Old Courthouse property leased to <br />Historic Cabarrus, Inc. <br /> Mr. Grady Simpson of Flowes Store Road stated the area in which he <br />lived was infested with dogs and cats and stated that he had been unable to <br />obtain any assistance from the County Dog Warden in finding any relief from <br />this problem. Chairman Bonds assured Mr. Simpson that the Board would <br />consider this matter and instructed the County Manager to contact Mr. Leon <br />Overcash, Chief Dog Warden, regarding this problem. <br /> Mr. Jim Herman, Chairman of the Cabarrus County Parks and Recreation <br />Advisory Commission, presented a request for the appropriation of an additional <br />$20,000.00 to the Parks and Recreation Department to fund the Recreation <br />Department's Matching Grants Program. This would bring the total budget for <br />the Grants Program for this fiscal year to $30,000 of eligible funds to be <br />granted to the grantees and would permit the increase of the limit from <br />$7,500.00 to $15,000.000 per Grant Application per funding cycle. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board appropriated $20,000.00 from the Commissioners' <br />Contingency Fund to the Parks and Recreation Matching Grant Funding Program. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board deferred the appointment of an extraterritorial <br />jurisdictional member to the Mt. Pleasant Planning and Zoning Board with <br />Commissioner Lentz to present recommendations for this appointment at the <br />next Board meeting. <br /> <br /> <br />
