196 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Tuesday, November 30, 1982, at the County Courthouse in Concord, North <br />Carolina, for a public hearing on the proposed "Mobile Home Park Ordinance" <br />as certified and recommended to the Board of Commissioners by the Cabarrus <br />County Planning Board. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> <br /> Absent - Commissioner Kenneth Payne <br /> Chairman Bonds stated that this was the day and hour scheduled for <br />a public hearing on the proposed "Mobile Home Park Ordinance" and asked <br />if anyone were present who wished to speak for or against the ordinance. <br /> Mr. Jack Green, mobile home park developer, spoke in opposition to <br />the proposed ordinance. He requested that mobile home parks be allowed as <br />a permitted use in certain zones in the County in order to eliminate the <br />procedure of having land rezoned by the Board of Commissioners and then <br />appearing before the Board of Adjustment to obtain a conditional use permit <br />for a mobile home park. <br /> Mr. Fletcher Little, mobile home park owner, spoke against the proposed <br />ordinance, stating objection to mandatory hard surface walkways, recreation <br />areas, and prefabricated metal stands for fuel oil tanks. He opposed the <br />requirement that roads be paved as he stated he was not in favor of paving <br />a road which was less than two years old. <br /> Mr. Ben Rorie, resident of Pine Ridge Mobile Home Park, objected <br />to mandatory paved streets, the provision of recreation areas, the screening <br />of the mobile home parks, and the installation of package sewage treatment <br />systems in areas where public sewer is not available. He stated that these <br />requirements presented too great an expense to park owners and the increased <br />cost would be passed along to the persons living in the mobile home parks. <br /> Mr. Buck Little, owner of Little Mobile Home Village, opposed <br />mandatory street paving, recreation areas, street signs, and mobile home <br />park identification signs. He also objected to the requirement that a <br />park operator notify the County Inspections Department and Tax Departments <br />when a mobile home is registered with his park and a mobile home space is <br />rented or leased in the park. In addition, Mr. Little spoke against <br />the required posting of a Performance Bond if all improvements to the park <br />have not been completed before the final plat is approved by the Planning <br />Board. Mr. Little suggested that the park owners in the county be consulted <br />regarding the proposed ordinance and that the ordinance then be reconsidered <br />by the Board of Commissioners. <br /> Mr. Bill Powlas objected to the proposed ordinance. He requested that <br />the Board meet with the park owners to determine what they would like <br />included in the ordinance. He complained that mobile home parks were not <br />allowed as a permitted use in any zone in Cabarrus County. <br /> Mrs. Betsy Carpenter spoke in favor of the proposed ordinance and stated <br />that the 98 mobile home parks presently located in the County should be <br />required to conform to this ordinance. <br /> Mr. Don Sellars, representative of Silver Maple Estates, favored the <br />adoption of the proposed ordinance, stating that it was an ordinance that <br />the mobile home park owners in Cabarrus County could live with. <br /> Mr. Manuel Kiser opposed the proposed ordinance, stating it was too <br />strict. He asked that the Board delay action on the matter until the new <br />members of the Board take office. <br /> Mr. Bill Bonny objected to mandatory paved streets and sidewalks as <br />he stated they were too expensive and would represent prejudice against those <br />people who can afford to live in mobile homes. <br /> Mr. Allen Goodman pointed out that there was no provision for steps to <br />the mobile home units in the ordinance and recommended that the Board do <br />more homework in regards to the proposed ordinance. <br /> Mr. Mack Gray, owner of a new mobile home park, spoke regarding the <br />use of the words "should" and "may" and "shall" and "will" in the proposed <br />ordinance. <br /> Mr. Vernon Little, mobile home park owner, also spoke in regards to <br />the proposed ordinance. <br /> <br /> <br />
