223 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />December 20, 1982, at 7:00 P.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Worth Sweet, Associate Pastor of <br />Central United Methodist Church. <br /> The minutes of December 6, 1982, were amended by Commissioner Milloway <br />to correct the spelling of Ms. Lena Bowen's name on page 221. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the minutes of December 6, 1982, were approved <br />as amended. <br /> Mr. Terry Rowland, Tax Supervisor, was present to clarify the work that <br />was taking place in his office and to answer any questions that had arisen <br />since the reappraisal notices were mailed on December 18, 1982. He <br />explained that the lapse of time from the date the notices were printed on <br />December 11 and the date of the actual mailing had created the major problem. <br />As the notices had specified a ten (10) day period from December 11 for <br />scheduling appointments, many persons had thought that December 21 was the <br />deadline for calling for appointments to appeal the reappraisal notice. <br />Mr. Rowland reported that the revaluation firm had been inundated with <br />telephone calls on December 20 and that persons had complained that the <br />telephones had been taken off the hook when they had constantly received <br />a busy signal throughout the day. Mr. Rowland also advised the Board that <br />there would be a problem with parking at the time persons began coming to <br />the Courthouse for the revaluation appeals. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board extended the period for W. P. Ferriss <br />Company, revaluation firm, to accept appointments regarding revaluation <br />until February 1, 1983. <br /> At the request of Commissioner Barnhardt, Chairman Nash instructed <br />Mr. Charles D. McGinnis, County Manager, to invite Sheriff Robert M. Canaday <br />to be at the next Board meeting regarding Courthouse parking. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board reappointed the Honorable Dwight W. Quinn <br />as the General Assembly representative, to the Board of Directors of the <br />Yadkin-Pee Dee River Basin Committee and appointed Chairman Harold Nash <br />as the Commissioner representative and Councilman Laine Harling as the <br />municipal representative from the City of Concord to serve on the Board <br />of Directors of the Yadkin-Pee Dee River Basin Committee. <br /> The Board reviewed the request from Carolina Recycling of Concord for <br />an exclusive solid waste permit/franchise to obtain Philip Morris' commercial <br />roll-off container business and the recommendation~from Mr. Fred Pilkington, <br />Health Director, for the granting of the franchise/permit conditioned on <br />the company receiving the Philip Morris bid award. Mr. Pilkington explained <br />that he had recommended the approval of the requested permit because the <br />company was a local business based in Concord and had specifically asked <br />to bid on a particular commercial account. <br /> Mr. Wesley B. Grant, attorney representing Browning-Ferris Industries <br />(BFI) of South Atlantic, Inc., objected to the award of an exclusive solid <br />waste permit/franchise to Carolina Recycling of Concord as that company <br />did not hold a franchise for residential refuse collection in the county. <br /> He stated that a simila~ request from Browning-Ferris Industries had previously <br /> been denied by the Board and the company had purchased the residential franchise <br /> from Mr. Ray Helms in order to operate a refuse collection service in <br /> Cabarrus County. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz with <br /> Commissioners Payne, Lentz, and Milloway and Chairman Nash voting for and <br /> Commissioner Barnhardt voting against, the Board denied the request from <br /> Carolina Recycling of Concord and directed that the Health Department be <br /> advised that in the future this Board is leaning toward awarding a franchise <br /> to those people who pick up both residential and commercial garbage in <br /> Cabarrus County. <br /> <br /> <br />
