224 <br /> <br /> Mr. C. D. Lyons, Chairperson of the Cabarrus County Community Based <br />Alternatives (C.B.A.) Task Force, presented a request for funds in the <br />amount of $1,350.00 from the C.B.A. Expansion Funds to provide a counseling <br />program for Concord City Schools. The school system will provide matching <br />funds in the amount of $610.00 through in-kind services for this program. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the request for the Community <br />Based Alternatives (C.B.A.) Program Funds in the amount of $1,350.00 to <br />provide a counseling program for Concord City Schools. <br /> Bids received for the sports lighting poles for the Parks and Recreation <br />Department were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />December 1, 1982 <br /> <br />VENDOR BID BOND BASE BID ALTERNATE 1 ALTERNATE 2 <br /> <br />Southern Wood Piedmont Co. X <br /> <br />$20,590.02 --- <br /> ...... $21,118.72 <br />$23,383.00 $23,054.00 $22,437.00 <br />$19,938.45 $17,578.70 $19,905.55 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board awarded the bid for sports lighting poles to <br />the low bidder, North Pacific Lumber Company, for Alternate 2 in the amount <br />of $19,905.55. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway <br />and unanimously carried, the Board changed the wording of the corporate <br />franchise name from Browning-Ferris Industries, Inc., to Browning-Ferris <br />Industries of South Atlantic, Inc. The Board of Commissioners approved <br />the transfer of solid waste ordinance franchise rights to this company on <br />November 1, 1982. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board reappointed Mr. Gerald Nichols, Mr. Thomas <br />Dayvault, and Mr. Scott Trott to a three-year term on the Cabarrus County <br />Parks and Recreation Advisory Commission. <br /> The Board requested that Mr. Charles D. McGinnis, County Manager, <br />determine if Mr. Gerald Nichols presently serves on any additional appointed <br />Boards for the Town of Harrisburg. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appointed Mr. Charles Eo Irving, <br />Mr. Harold E. Isenhour, and Mrs. Laura Childress to the Kannapolis Street <br />Planning Board for a term of one year expiring on December 31, 1983. <br /> The Board briefly discussed appointments to the Nursing Home Community <br />Advisory Committee. Commissioner Milloway reported that Mr. Fred Drummond <br />had indicated that he did not choose to serve another term on the committee. <br />It was determined that Mrs. Sylvia Smith who presently serves on the <br />committee is a County employee and would not be eligible for reappointment. <br />The Board requested that the County Manager research the possibility of <br />staggered terms for members of the advisory committee. <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Nash and <br /> unanimously carried, the Board deferred appointments to the Nursing Home <br /> Community Advisory Committee. <br /> Chairman Nash asked that commissioners serving as liaisons to a <br /> committee or department make a motion one way or the other when a matter <br /> comes before the Board regarding that particular committee or department. <br /> He presented a revised list of liaison appointments from suggestions <br /> received at the Board meeting on December 6, 1982. Revisions to the list <br /> of liaison appointments as stated in the minutes of December 6, 1982, were <br /> as follows. <br /> <br />Park and Recreation Advisory Commission - Commissioner Lentz <br /> Commissioner Payne <br /> <br />Farm Agents - Forester <br />ASCS Extension Service <br />Soil Conservation <br /> <br />- Commissioner Barnhardt <br /> <br />Armory - Chairman Nash <br /> Commissioner Barnhardt <br /> <br /> <br />
