230 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />January 17, 1983, at 7:00 P.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Richard Collins of Young Street <br />Baptist Church. <br /> The minutes of January 4, 1983 were corrected as follows. <br /> <br /> The invocation was given by Reverend Harold Helms of Gordon <br />Heights Baptist Church. <br /> <br /> Mr. Charles D. McGinnis, County ~.~nager, reported that provisions <br />of the Tax Equity and Fiscal Responsibility Act of 1982 would neces- <br />sitate an approximate five percent (5%) increase in County contributions <br />to the IV-D Program administered by the Department of Social Services <br />during the next fiscal year and an approximate three percent (3%) <br />increase in expected contributions to the Aid to Families with Dependent <br />Children (AFDC) Program. <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of January 4, 1983, were approved as <br />corrected and the minutes of January 6, 1983, were approved as written. <br /> Chairman Nash announced that Mr. Carl Stewart, attorney representing <br />Howell's Child Care Center, Inc., had requested that the matter regarding <br />authorization of the tax exempt bond issue to develop the proposed mental <br />retardation facility be deleted from the agenda until further notice from <br />him. <br /> Mr. T. L. Patterson, District Engineer with the North Carolina Depart- <br />ment of Transportation, asked that the request for the abandonment of <br />SR 1380 be deleted from the agenda. He explained that his department had <br />learned that several new businesses were proposed for the site adjacent to <br />SR 1380 and the road would be useful in providing a means of control for <br />the driveways to these businesses. <br /> Mr. Ken Doyle, Group Sales Representative of Blue Cross Blue Shield <br />of North Carolina, reported that the monthly cost for health insurance <br />coverage for retired County employees would be as follows. <br /> <br /> Under Age 65 <br />$ 41.90 (individual) <br />$ 79.69 (parent/child) <br />$113.50 (family) <br /> <br />Age 65 and Over <br /> <br />$31.95 (individual) <br /> <br /> Chairman Nash requested Commissioners Milloway and Lentz to meet with <br />Mr. Ken Doyle and Mr. Charles D. McGinnis, County Manager, regarding <br />insurance benefits for retired County employees and report back to the <br />Board with recommendations. <br /> Mr. Charles D. McGinnis, County Manager, advised the Board that only <br />the two retired employees under the age 65 would be affected by a delay <br />in a decision regarding health insurance benefits. He explained that the <br />Board had previously authorized the payment of the December insurance premium <br />for these two retired employees and that further action by the Board was <br />needed in order for the County to pay the January insurance premium. <br /> Mr. David Roberts, Division Engineer of the North Carolina Department <br />of Transportation, and Mr. T. L. Patterson, District Engineer, presented a <br />proposal regarding the expenditure of $43,603.42 in surplus 1982-83 secondary <br />road construction funds. Mr. Roberts explained that this money had become <br />available as a result of a supplemental allocation of $21,556.00 to <br />secondary road construction in Cabarrus County as well as from funds saved <br />during construction work on other secondary roads in the county. Mr. Patterson <br />recommended that approximately $31,464.00 of these funds be spent as <br />State Participation for the upgrading of SR 1529, SR 1530, and SR 1233 <br />under the Property Owners Participation Program with the remaining funds <br />to be held in reserve to cover any overages in the road construction work. <br />Estimates of cost for these secondary road projects were as follows. <br /> <br /> <br />
