Estimate <br />Property Owners Participation <br />State Participation <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the proposal as presented <br />by Mr. T. L. Patterson, District Engineer of the North Carolina Department <br />of Transportation, to authorize the State to designate approximately <br />$31,464.00 of the surplus secondary road construction monies as State <br />matching funds to upgrade SR 1529, SR 1530, and SR 1233 under the Property <br />Owners Participation Program. <br /> Mr. James F. Owens, Interim Planning Director, reported that property <br />owners along these three roads had requested assistance to pave these <br />roads under the County's Participation Paving Program and that this matter <br />would be brought before the Board at its next meeting. <br /> Chairman Nash introduced discussion of the need for grade crossing <br />adjustments at the railroad crossings on high density traffic roads in the <br />county. He specifically expressed concern for the'grade elevation problem <br />and the need for a cushioned railroad grade crossing at the First Street <br />crossing in Kannapolis. Mr. David Roberts advised the Board that cushioned <br />grade crossings could be installed by the railroads or could be a joint <br />venture between the State and the railroads. He stated that the State <br />Highway Department would investigate the installation of a cushioned grade <br />crossing at this site if the Board of Commissioners expressed an interest <br />in the State pursuing this matter. <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Nash and <br />unanimously carried, the Board directed the County Attorney to draw up <br />a resolution to be forwarded to the North Carolina.Department of Transportation <br />requesting that they look into the approach problem at the First Street <br />crossing as well as the need for a cushioned grade crossing at both the <br />First Street crossing in Kannapolis and the McGill Avenue crossing in <br />Concord. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Nash and <br />unanimouSly carried, the Board appointed Mr. Jerry Hammill to the Watershed <br />Improvement Commission for a six year term expiring February 15, 1989. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board reappointed Mr. James Weaks as a regular <br />member of the Cabarrus County Zoning Board of Adjustment for a three-year <br />term expiring February 1, 1986. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br /> and unanimously carried, the Board appointed Ms. Ella B. Evans, Youthwork <br /> Counselor, as the Equal Employment Opportunity (E.E.Oo) Officer for the <br /> Cabarrus County CETA Program. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board appointed the following persons as trustees <br /> of the local Firemen's Relief Fund for a two-year term as recommended by <br /> Mr. James L.
