232 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br />and unanimously carried, the Board appointed Mr. Randy Thompson as a member <br />of the Royal Oaks Sanitary District Board to fill t:he unexpired term of <br />Mr. William J. Hammond who resigned effective December 1, 1982. <br /> Mr. William F. Morgan, Management Technician, introduc~ed Ms. Elizabeth M. <br />Schrum who assumed the duties of County Forester in December, 1982. Chairman <br />Nash thanked Mr. Morgan for his years of service in Cabarrus County and <br />welcomed Ms. Schrum to the county. <br /> Mr. Fred Pilkington, Health Director, reported that there are <br />approximately 8,602,500 gallons of effluent discharged into Rocky River <br />each day from plants in Cabarrus County, Iredell County, and Mecklenburg <br />County. According to Mr. Pilkington, the two largest plants upstream <br />from Cabarrus County which are discharging effluent into Rocky River <br />are the City of ~oresville with 5,000,000 gallons per day and the City <br />of Davidson with 400,000 gallons per day. Mr. Pilkington estimated that <br />at any given time approximately five percent (5%) of the package treatment <br />plants are malfunctioning and discharging almost 500,000 gallons of raw <br />sewage into the river each day. He explained that the package treatment <br />plants are under the jurisdiction of the North Carolina Department of <br />Natural Resources and Community Development (N.R.C.D.) and that the Cabarrus <br />County Health Department has no authority in enforcing the laws regulating <br />these treatment plants. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Nash and <br />unanimously carried, the Board authorized Chairman Nash and Mr. John R. <br />Boger, County Attorney, to write the City of Mooresville and the City of <br />Davidson expressing the Board's concern regarding the amount of effluent <br />being discharged by those municipalities into Rocky River each day with <br />copies of the letters to be forwarded to the Department of Natural Resources <br />and Community Development (N.R.C.D.). <br /> Commissioner Barnhardt expressed concern that the Royal Oaks Sanitary <br /> District is not maintaining its pump stations and thereby allowing raw <br /> sewage to be dumped into Cold Water Creek. He requested that the Sanitary <br /> District be notified of the need to correct this problem. <br /> Bids received for the Sports Lighting Fixtures were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />December 23, 1982 <br /> <br />Vendor Bid Bond Base Bid Alternate #1 <br /> <br />Mill Power Supply Company <br /> <br />Westinghouse Electric Supply Company <br /> <br />X $58,517.40 $14,215.50 <br />X $71,410.00 $14,715.00 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />with Commissioners Lentz, Payne, and Chairman Nash voting for and Commissioners <br />Milloway and Barnhardt voting against, the Board awarded the contract for <br />the Sports Lighting Fixtures to the low bidder, Mill Power Supply Company, <br />for the base bid in the amount of $58,517.40. <br /> The substitute motion by Commissioner Milloway and seconded by Commissioner <br />Barnhardt to reject the bids received and to rebid for the sports lighting <br />fixtures with the installation included therein failed with Commissioners <br />Milloway and Barnhardt voting for and Commissioners Lentz and Payne and <br />Chairman Nash voting against. <br /> Mr. Preston Griffith of Charter Properties, Inc., presented a proposal <br />for the restoration of the Craig Furniture Building. He requested that the <br />Board grant an easement through the County parking lot on the northwest <br />side of the building to allow future tenants of the renovated building to <br />reach the parking facility at the rear of the building. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board moved to take no action on the request of <br />Mr. Preston Griffith at this meeting. <br /> Chairman Nash stated that the Board of Commissioners would meet <br />with the Cabarrus County Planning Board at 7:00 P.M. on Thursday, January 20, <br />1983, to hear a presentation regarding University Place and its effect on <br />Cabarrus County by Dr. James W. Clay, Director of the Urban Institute of <br />the University of North Carolina at Charlotte. He requested that Mr. <br />Charles D. McGinnis, County Mmnager, invite Dr. Joseph Fries, Cabarrus <br />County Schools Superintendent, and appropriate members of his staff to <br />attend the meeting. <br /> <br /> <br />
