236 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />February 7, 1983, at 9:30 A.M. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> }~rcelle ~lloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Paul Davenport of Cold Springs <br />United Methodist Church. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the minutes of January 17 and January 24, 1983, <br />were approved as written. <br /> UPON~MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board adopted the Insurance Study Committee's <br />recommendations regarding health insurance benefits for retired Cabarrus <br />County employees as ~follows. <br /> <br />(i) <br /> <br />Permit retired Cabarrus County employees under age 65 to <br />continue in the County employees group hospitalization plan <br />by paying the monthly premium to Cabarrus County by the first <br />of each month. This includes any Cabarrus County employee who <br />is under age 65 and is presently retired. <br /> <br />(2) <br /> <br />Permit retired Cabarrus County employees age 65 and above <br />to participate in the County's group hospitalization plan <br />by paying the monthly premium to Cabarrus County by the first <br />of each month. This includes any Cabarrus County employee who <br />is age 65 or above and is presently retired. <br /> <br /> Mr. Wes Harris, Vice President of Development at the Charlotte ~tor <br />Speedway, requested authorization for the Charlotte Motor Speedway to <br />operate an ambulance service for the purpose of providing emergency medical <br />services to participants and spectators at the Speedway. According to <br />Mr. Harris, the ambulance would also be available for Cabarrus County and <br />the local rescue squads to use in case of an emergency. <br /> Mr. Ben Mabrey, Emergency Services Director for Cabarrus County, <br />reconnnended that Charlotte Motor Speedway be permitted to transport persons <br />by ambulance from the race track to the appropriate medical facility if the <br />following criteria were met. <br /> <br />The ambulance must be equipped and staffed in accordance with <br />North Carolina State law and directives of the North Carolina Office <br />of Emergency Medical Services. <br /> <br />Ail trips must originate on Charlotte Motor Speedway property. <br /> <br />Transports will be limited to persons involved in racing activities. <br />These would include speedway staff, participants in the race and <br />spectators at the event. <br /> <br /> Motion was made by Commissioner Payne and seconded by Commissioner <br />Milloway to instruct the County Attorney, Chairman of the Board, the <br />County Manager, and the Director of Emergency Services to meet with officials <br />of the Charlotte Motor Speedway to draw up a legal document for the operation <br />of an ambulance by the Speedway which would be beneficial to both Cabarrus <br />County and the Charlotte Motor Speedway. <br /> UPON SUBSTITUTE MOTION of Commissioner Lentz, seconded by Commissioner <br />Milloway and unanimously carried, the Board authorized the establishment <br />of an ambulance service by the Charlotte ~tor Speedway to transport persons <br />from the race track to the appropriate medical facility with the following <br />provisions. <br /> <br />The ambulance must be equipped and staffed in accordance with North <br />Carolina State law and directives of the North Carolina Office of <br />Emergency Medical Services. <br /> <br />All trips must originate on Charlotte Motor Speedway property. <br /> <br />Transports will be limited to persons involved in racing activities. <br />These would include speedway staff, participants in the race and <br />spectators at the event. <br /> <br /> <br />
