237

o

An agreement must be drawn up between Cabarrus County and the Charlotte
Motor Speedway which would permit Cabarrus County the use of the
ambulance when needed.

Chairman Nash stated that this was the day and hour scheduled for
a public hearing for the naming of an unnamed road as Lumber Lane and
asked if anyone were present who wished to speak for or against the naming
of this road. Mr. Don Shwedo, President of Lincoln Log Homes, Inc., which
has recently constructed a new manufacturing facility on this road, spoke in
favor of naming the road Lumber Lane.
UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne
and unanimously carried, the Board approved the naming of an unnamed road
as Lumber Lane.
Bids received for the installation of lighting systems at various
athletic fields in Cabarrus County were as follows.

LEGAL ADVERTISEMENT DATE:
January 7, 1983

Contractor Bid Bond
Howard Electric Company X
Air Master Electrical, Inc. Cowan, Director of Parks and Recreation, recommended
the award of the contract to install the lighting system at the various
parks to the low bidder, Air Master Electrical, Inc., for the base bid and
Alternate 1 in the amount of $29,107.00. This amount reflected the deduction
of $2,834.00 for the installation of the lighting system at the Central
Cabarrus Tennis Courts and the deduction of $1,000.00 from the work. planned
at the Winecoff Baseball Field. According to Mr. Cowan, the $1,000.00
deduction at the Winecoff Baseball Field would allow the contractor to cut
the poles off at ground level as opposed to pulling them from the ground
and Cabarrus County would be responsible for removing the old lighting
system from the site. During discussion of this matter, the Board agreed
that the poles should be pulled from the ground and the holes backfilled
as originally specified to prevent possible personal injury at a later date.
The Board instructed Mr. Cowan to renegotiate with the low bidder for the
work at the Winecoff Baseball Field to require the contractor to pull the
poles from the ground and backfill the holes with the County to be responsible
for removing the old materials from the site.
UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and
unanimously carried, the Board awarded the contract for the installation of
lighting systems at various athletic parks in Cabarrus County to the low
bidder, Air Master Electrical, Inc., for the base bid and Alternate 1 in
the amount of $29,607.00.
UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz
and unanimously carried, the Board adopted the following resolutions.

RESOLUTION OF INTENT AND ORDER
SETTING A PUBLIC HEARING FOR THE PURPOSE OF
PARTICIPATION PAVING

The Board of Commissioners, having decided to finance a portion
of the property owners' share in the Participation Paving Program, does
hereby adopt the following resolution:
1. The County intends to assess a certain portion of the
owners of Wandering Lane (SR# 1233)
to pay a portion of the property owners' cost in connection with State
paving of said road.
2. The project is the paving of approximately 1,638 linear
feet of stated road ·
3. The basis for making the assessments shall be front footage
pursuant to County policy heretofore adopted.
4. The cost of the work that is to be specially assessed is
$2.00 per front foot for not more than 25% of the footage.
