237 <br /> <br />o <br /> <br />An agreement must be drawn up between Cabarrus County and the Charlotte <br />Motor Speedway which would permit Cabarrus County the use of the <br />ambulance when needed. <br /> <br /> Chairman Nash stated that this was the day and hour scheduled for <br />a public hearing for the naming of an unnamed road as Lumber Lane and <br />asked if anyone were present who wished to speak for or against the naming <br />of this road. Cowan, Director of Parks and Recreation, recommended <br />the award of the contract to install the lighting system at the various <br />parks to the low bidder, Air Master Electrical, Inc., for the base bid and <br />Alternate 1 in the amount of $29,107.00. This amount reflected the deduction <br />of $2,834.00 for the installation of the lighting system at the Central <br />Cabarrus Tennis Courts and the deduction of $1,000.00 from the work. planned <br />at the Winecoff Baseball Field. According to Mr. Cowan, the $1,000.00 <br />deduction at the Winecoff Baseball Field would allow the contractor to cut <br />the poles off at ground level as opposed to pulling them from the ground <br />and Cabarrus County would be responsible for removing the old lighting <br />system from the site. During discussion of this matter, the Board agreed <br />that the poles should be pulled from the ground and the holes backfilled <br />as originally specified to prevent possible personal injury at a later date. <br />The Board instructed Mr. Cowan to renegotiate with the low bidder for the <br />work at the Winecoff Baseball Field to require the contractor to pull the <br />poles from the ground and backfill the holes with the County to be responsible <br />for removing the old materials from the site. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board awarded the contract for the installation of <br />lighting systems at various athletic parks in Cabarrus County to the low <br />bidder, Air Master Electrical, Inc., for the base bid and Alternate 1 in <br />the amount of $29,607.00. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board adopted the following resolutions. <br /> <br />RESOLUTION OF INTENT AND ORDER <br />SETTING A PUBLIC HEARING FOR THE PURPOSE OF <br /> PARTICIPATION PAVING <br /> <br /> The Board of Commissioners, having decided to finance a portion <br />of the property owners' share in the Participation Paving Program, does <br />hereby adopt the following resolution: <br /> 1. The County intends to assess a certain portion of the <br />owners of Wandering Lane (SR# 1233) <br />to pay a portion of the property owners' cost in connection with State <br />paving of said road. <br /> 2. The project is the paving of approximately 1,638 linear <br />feet of stated road · <br /> 3. The basis for making the assessments shall be front footage <br />pursuant to County policy heretofore adopted. <br /> 4. The cost of the work that is to be specially assessed is <br />$2.00 per front foot for not more than 25% of the footage. <br /> <br /> <br />
