No. Description Budget Increase Decrease Budget <br /> <br />9-34-10-412 Lights & Power $ 80,000.00 $15,000.00 $ 95,000.00 <br />9-19-10-660 Contingency $118,026.00 $15,000.00 $103,026.00 <br /> <br />Increase needed due to rate hikes and adjusted billings on Buildings A, B, and C. <br /> <br /> Commissioner Milloway read a letter addressed to Chairman Nash from <br />Mr. Will R. Sullivan, President of the North Carolina Association of Assessing <br />Officers, stating that Mr. Terry Rowland, Cabarrus County Tax Supervisor, <br />had been recognized as a "North Carolina Certified Assessor" during the <br />1982 Annual Conference of the Association of Assessing Officers in November, <br />1982. Mr. Sullivan stated in his letter that this designation is the <br />highest award offered to either a Tax Supervisor or Tax Administrator and <br />is an award for those individuals who are career oriented and self-motivated. <br />Chairman Nash congratulated Mr. Rowland for receiving this honor and thanked <br />him on behalf of the Board of Commissioners for his outstanding work as <br />Cabarrus County Tax Supervisor. <br /> Commissioner Barnhardt stated that County employees had informed him of <br />a need for a copier in the Tax Supervisor's Office and a printer for the <br />Tax Collector's Office. He reported that cost for the copier would be <br />approximately $3,850.00 and the cost for a printer would be approximately <br />$2,000.00. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway <br />and unanimously carried, the Board directed that a study of the approximate <br />cost and the need for a copier and printer for the Tax Offices be made <br />by Mr. Charles McGinnis, County Manager, and a recommendation be presented <br />to the Board. <br /> Commissioner Payne expressed concern that paving projects funded <br />under the Property Owners Participation Program with less than 100 percent <br />citizen participation are often delayed for long periods of time. This <br />delay occurs because the paving requests with 100 percent immediate <br />citizen participation are submitted directly to the State and receive <br />priority in the disbursement of available State funds. The 75 percent <br />petitioned projects, must first be approved for County assistance to the <br />property owners in financing the local share of the imProvements cost <br />prior to being approved by the State.
