Sullivan, President of the North Carolina Association of Assessing
Officers, stating that Mr. Terry Rowland, Cabarrus County Tax Supervisor,
had been recognized as a "North Carolina Certified Assessor" during the
1982 Annual Conference of the Association of Assessing Officers in November,
1982. Mr. Sullivan stated in his letter that this designation is the
highest award offered to either a Tax Supervisor or Tax Administrator and
is an award for those individuals who are career oriented and self-motivated.
Chairman Nash congratulated Mr. Rowland for receiving this honor and thanked
him on behalf of the Board of Commissioners for his outstanding work as
Cabarrus County Tax Supervisor.
Commissioner Barnhardt stated that County employees had informed him of
a need for a copier in the Tax Supervisor's Office and a printer for the
Tax Collector's Office. He reported that cost for the copier would be
approximately $3,850.00 and the cost for a printer would be approximately
$2,000.00.
UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway
and unanimously carried, the Board directed that a study of the approximate
cost and the need for a copier and printer for the Tax Offices be made
by Mr. Charles McGinnis, County Manager, and a recommendation be presented
to the Board.
Commissioner Payne expressed concern that paving projects funded
under the Property Owners Participation Program with less than 100 percent
citizen participation are often delayed for long periods of time. This
delay occurs because the paving requests with 100 percent immediate
citizen participation are submitted directly to the State and receive
priority in the disbursement of available State funds. The 75 percent
petitioned projects, must first be approved for County assistance to the
property owners in financing the local share of the imProvements cost
prior to being approved by the State. Commissioner Payne requested that
