240 <br /> <br />Chairman Nash talk with Mr. T. L. Patterson, District Engineer with the <br />Department of Transportation, to determine if there is any additional <br />action that can be taken by the County to further assist those persons <br />involved in the Property Owners Participation Program and having less than <br />100 percent participation. <br /> Chairman Nash stated that several elected officials had reported a <br />problem with the present key policy for the County Courthouse which prohibits <br />any individual from having permanent possession of the key to the building <br />and provides for a check out system in the Sheriff's Department for the <br />key. The Board authorized Chairman Nash, Commissioner Payne, and Mr. <br />Charles McGinnis, County Manager, to talk with elected County officials to <br />determine if the Present key policy needs to be changed. <br /> The Board reviewed the events of a recent snow when a local radio <br />station had incorrectly reported that County offices were closed for the <br />day. Mr. Charles McGinnis, County Manager, advised the Board that in the <br />past the determination to close the County offices had been made adminis- <br />tratively if the weafher was of such a nature to force the closing of the <br />offices. Chairman Nash recommended the Board consider a policy that County <br />offices remain open regardless of the weather. He further stated that in <br />the event that County offices were closed that there should be some type <br />of code system with the radio stations so that messages regarding County <br />office closings could not be compromised. No action was taken by the Board <br />in this matter. <br /> Mr. Charles McGinnis, County Manager, announced that Mr. Thomas B. <br />Robinson would assume the duties as Cabarrus County Planning Director on <br />March 1, 1983. <br /> Mr. Charles McGinnis, County Manager, reminded the Board of the <br /> scheduled dinner with the Piedmont Area Mental Health, Mental Retardation, <br /> and Substance Abuse Authority at the Western Steer at 6:00 P.M. on <br /> February 21, 1983. <br /> Mr. Terry Rowland, Tax Supervisor, proposed the extension of the land <br /> use application deadline until February 28, 1983, to accommodate those <br /> persons appealing their revaluation notices during the month of February <br /> with the revaluation firm. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Nash with <br /> Commissioners Barnhardt, Lentz, and Milloway, and Chairman Nash voting for <br /> and Commissioner Payne voting against, the Board extended the time that <br /> taxpayers may apply for the land use schedule until February 28, 1983. <br /> Commissioner Barnhardt reported that some County employees had reported <br /> a hardship with the County paying on a monthly schedule. He requested <br /> the County Manager to investigate the cost involved in changing the <br /> County's pay schedule to every two weeks for all employees. <br /> Commissioner Milloway expressed concern regarding the impact that <br /> the proposed State budget will have on County government. She reported <br /> that she had been appointed by Mr. Forrest E. Campbell, President of the <br /> North Carolina Association of County Commissioners, to the Human Resources <br /> Steering Committee and would be attending a meeting in Raleigh during the next <br /> week. <br /> Commissioner Milloway reported that she had received a complaint <br /> from a County employee that the employee was not paid longevity until <br /> joining the retirement system. Mr. Charles McGinnis, County Manager, <br /> explained that as of 1953 all fulltime County employees are required to <br /> participate in the Local Government Retirement Fund and that in accordance <br /> with the Cabarrus County Personnel Ordinance longevity is paid only to <br /> fulltime County employees. He further explained that the particular <br /> employee had requested not to be taken on as a fulltime County employee <br /> at the time Cabarrus County assumed operation of that employee's agency <br /> for the expressed intent to avoid paying the approximate 6 percent retire- <br /> ment contribution from his salary. Mr. McGinnis stated that the employee's <br /> request was honored at that time and the employee was not considered a <br /> fulltime employee. The Board took no action in this matter. Chairman <br /> Nash stated that the Board would review the Personnel Ordinance in the <br /> future to clarify any inconsistencies that might exist in the ordinance. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
