<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, the Board accepted the recommendation of Mr. Donald N.
<br />Graham, Harrisburg Town Councilman, to appoint Mr. David J. Schneider and
<br />Mr. Robert E. Furr to the Harrisburg Planning and Zoning Board to complete
<br />the unexpired terms of Mr. Gary Tolbert and Mr. Timothy J. Wilkes.
<br />Mr. Schneider's appointment expires on July 1, 1984; Mr. Furr's appointment,
<br />July 1, 1985.
<br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection
<br />Association, addressed the Board regarding the need for a Licensing and
<br />Animal Control Ordinance for Cabarrus County. She requested that the Board
<br />appoint a committee to work with the County Attorney to study and rewrite
<br />the Licensing and Animal Control Ordinance proposed to the Board in October,
<br />1982, with the committee to present a detailed report to the Board by the
<br />last meeting in April. Mrs. Carpenter recommended the appointment of the
<br />following persons to the committee: Commissioners Milloway and Payne;
<br />Mr. Fred Pilkington, Health Director; Dr. Tom F. Foster, Jr.; Dr. E. C.
<br />Garlick; Mr. Leon 0vercash, Dog Warden; and Mrs. Betsy Carpenter.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and
<br />unanimously carried, the Board agreed to establish a committee as recommended
<br />by Mrs. Betsy Carpenter to study a Licensing and Animal Control Ordinance
<br />and bring recommendations back to the Board. Chairman Nash appointed
<br />Commissioners Milloway and Payne, Mr. Fred Pilkington, Dr. Tom F. Foster, Jr.,
<br />Dr. E. C. Garlick, Mr. Leon Overcash, and Mrs. Betsy Carpenter to the
<br />committee.
<br /> Dr. K. J. Underwood complained that he had been unable to obtain a
<br />variance from the Zoning Board of Adjustment to use the structure known as
<br />the Odell Teacherage as a multi-family dwelling to house teachers. During
<br />the presentation of his complaint to the Board, Dr. Underwood questioned
<br />the effective date of the Zoning Ordinance and the provision of the ordinance
<br />regarding the loss of a nonconforming use status for a structure if the
<br />nonconforming use ceases for more than 180 days in any two-year period.
<br />The Board received Dr. Underwood's complaint as information only and took
<br />no action. Mr. John R. Boger, Jr., County Attorney, advised Dr. Underwood
<br />that the Board of Commissioners had no jurisdiction in this matter and that
<br />the process for appealing a decision of the Zoning Board of Adjustment was
<br />through the courts.
<br /> Reverend Garland Young, Chairman of the Cabarrus County Senior Citizens
<br />Advisory Council, reported on activities of that committee since its appoint-
<br />ment by the Board of Commissioners in November, 1981. He stated that the
<br />Advisory Committee was unanimous in its recommendation to the Board of
<br />Commissioners to pursue the providing of a facility for a Cabarrus County
<br />Multi-Purpose Senior Center. Reverend Young reported preliminary investi-
<br />gation by the Committee had indicated the need for a 10,000 square foot
<br />building at a cost of approximately $400,000.00 to $500,000.00 inclusive of
<br />site development, equipment, furnishings, and architectural fees. He
<br />requested the Board's authorization for the Committee to pursue the search
<br />for a location, the development of specific plans, and the application for
<br />funding to supplement the County's funds.
<br /> Mrs. Donna Plyler, Aging Coordinator, presented statistical information
<br />pertaining to the number of persons in Cabarrus County age 60 and over and
<br />the projected rapid increase in the population of senior citizens in the
<br />county by the year 2000. She reported that a needs assessment survey of
<br />senior citizens in the county had indicated that the most needed services
<br />included health care, transportation, fellowship and nutrition, legal
<br />services, recreation, and home repairs.
<br /> Persons speaking in support of a Senior Citizens Center for Cabarrus
<br />County included Messrs. H. A. Mauldin, Steve Menius, J. F. Bullock, Bill
<br />Covington, and Fred Hall.
