245 <br /> <br /> Mr. Bill Bonny of Mt. Pleasant stated there are more pressing needs in <br />Cabarrus County than a Senior Citizens Center and urged the Board to consider <br />all ages in determining future priorities for the county. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Milloway and <br />unanimously carried, ~the Board authorized the Senior Citizens Advisory <br />Committee to pursue the search for a location for a senior center, to <br />develop specific plans for what would be encompassed within the center, <br />and to apply for any type of funding that might be available to supplement <br />County funds in the pursuit of the building of a Senior Citizens Center. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board instructed Mr. Charles D. McGinnis, County <br />Manager, to contact senior citizens facilities such as those in Union County <br />and Rock Hill to obtain information regarding maintenance and operational <br />costs per year and the rate of participation at the centers. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and~ <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />PARKS AND RECREATION <br />ACCOUNT # 81-20 <br /> <br /> Present <br />Line Item Approved Revised <br />Acct. No. Description Budget Increase Decrease Budget <br /> <br /> INCREASE <br />27-30-860 Equipment & Furniture $166,145.00 $1,600.00 <br /> <br />$167,745.00 <br /> <br /> DECREASE <br />19-10-660 Contingency <br /> <br />$103,026.00 <br /> <br />$1,600.00 $101,426.00 <br /> <br />TO PURCHASE ALUMINUM FLAG POLES AND FLAGS AT AMBULANCE SERVICE. <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following resolution to be <br />forwarded to Mr. David Roberts, Division Engineer with the Department of <br />Transportation. <br /> <br />BE IT RESOLVED by the Board of Commissioners of Cabarrus County: <br /> <br /> THAT WHEREAS, the First Street crossing of the Southern Railroad in <br />the Town of Kannapolis, North Carolina, is a busy crossing of one of the <br />main streets in the Town of Kannapolis, being approximately one block East <br />of the center of Kannapolis; And whereas, said crossing is used daily by <br />thousands of cars; and whereas, said crossing is dangerous because of the <br />grade of crossing from the crossing in an easterly direction toward Ridge <br />Avenue and because said crossing is rough and harmful to motor vehicles using <br />the same; <br /> <br /> And whereas, the McGill Avenue grade crossing in the City of Concord, <br />North Carolina, is a heavily travelled crossing used by thousands of cars <br />daily; and whereas, said crossing is rough and dangerous to the travelling <br />public because of said roughness. <br /> <br /> <br />
