247 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, March 3, 1983, at the County Courthouse in Concord, North <br />Carolina, for a public hearing regarding proposed Zoning Atlas and Text <br />amendments. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> ~rcelle ~lloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Mr. Charles McGinnis, County Manager, introduced Mr. Thomas B. Robinson, <br />who was employed as the Cabarrus County Planning Director effective March 1, <br />1983. <br /> Mr. Jack Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Cabarrus <br />County Planning Board. Mr. James Owens, Assistant Planning Director, reviewed <br />the location of each of the areas proposed for rezoning and the proposed <br />zoning text amendments under consideration by the Board of Commissioners. <br />Public input was received by the Board for each amendment prior to action <br />by the Board of Commissioners. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(i) <br /> <br />Petition Number 83-01. Township 4. Power Line Street & Woodside <br />Street. MAP/PIN Number 5604(18)-22-9101, 32-9077, 31-0938, 31-1827, <br />31-2980, 32-3016, 31-3984. Wishes to rezone from R-15 to R-30. <br /> <br /> Mr. C. L. Adcock, neighbor of Mr. Doug Potts who had requested the <br />rezoning, stated no objection to the zoning petition by Mr. Potts. However, <br />he petitioned that the junk yard adjacent to Mr. Potts's property be removed <br />and also asked that County officials petition Cannon Mills to remove the <br />poles from the center of Power Line Street. <br /> Mr. Doug Potts stated his request for rezoning was made to permit <br />the placement of a mobile home for his daughter on the property and not <br />to establish a mobilehome park. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved Petition Number 83-01 to rezone <br />MAP/PIN Number 5604(18)-22-9101, 32-9077, 31-0938, 31-1827, 31-2980, <br />32-3016, and 31-3984 from R-15 to R-30. <br /> <br />(2) Petition Number 83-02. Township 4. Highway 73 West. MAP/PIN 5601- <br /> 38-7245. Wishes to rezone portion of property from R-40 to 1-2. <br /> <br /> Mr. Carson Honeycutt, representative of J. A. Jones Construction <br />Company which owns the property located on Highway 73 West, spoke in <br />support of the rezoning request in order to have all the company's property <br />at that site zoned I-2. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried,the Board accepted the Planning Board's recommendation <br />and approved Petition Number 83-02 to rezone portion of MAP/PIN 5601-38-7245 <br />from R-40 to 1-2. <br /> <br />(3) <br /> <br />Petition Number 83-03. Wishes to rezone from 1-2 to R-15. <br /> <br /> Mr. Manuel Kiser supported the rezoning of the land from I-2, but <br />objected to the placement of the notice of rezoning signs for the property. <br />He also stated that the County should establish a policy to notify all <br />property owners by mail when their property is proposed for rezoning. <br /> Mr. Bill Powlas stated the particular area should be zoned as residential, <br />including the strip of land on which Concord Auto Parts is located. <br /> Mr. Wayne Furr supported the adoption of a policy whereby the County <br />would notify property owners by mail that their property was up for zoning <br />changes. <br /> <br /> <br />
