248 <br /> <br /> During discussion of the proposed rezoning, Board members posed questions <br />pertaining to the suitability of the land for housing, the availability of <br />water and sewer, and the zoning by the City of Concord on adjacent property. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board delayed action on Petition Number 83-03 <br />until the Planning Board has the opportunity to make further investigation <br />of the matter. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Nash with <br />Commissioner Barnhardt and Milloway and Chairman Nash voting for and <br />Commissioners Payne and Lentz voting no, the Board agreed to establish as <br />County policy that for any land to be rezoned that the property owners <br />affected are to be notified by mail. Written notification is to be mailed <br />to those persons listed as the owner of the property on the tax records of <br />Cabarrus County. <br /> <br />(4) Petition Number 83-04. Township 4. Fairview Drive. MAP/PIN 5623- <br /> 26-2027. Wishes to rezone from R-7.2 to C-3. <br /> <br /> Mr. Jim Scarbrough, attorney representing the owner of the property, <br />Hefner-Warren Radio, Inc., spoke in favor of the rezoning to bring the <br />existing radio station into conformity with the zoning ordinance. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board approved Petition Number 83-04 to rezone <br />MAP/PIN 5623-26-2027 from R-7.2 to C-3. <br /> <br />(5) Petition Number 83-05. Township 11. Zion Church Road. MAP/PIN 5529- <br /> 86-1361, 86-3199, 86-8816. Wishes to rezone from A-I to I-1. <br /> <br /> Mr. Ben Sossoman, owner of the property, spoke in favor of the rezoning <br />to bring existing and proposed industries in the Sossoman Industrial Park into <br />conformance. He stated it was his desire to develop a nice industrial park <br />for small businesses. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved Petition Number 83-05 to rezone <br />MAP/PIN 5529-86-1361, 86-3199, 86-8816 from A-I to I-1. <br /> <br />ZONING TEXT AMENDMENTS <br /> <br />(1) <br /> <br />Page 16 Section 3.2-4 <br />Allow Mobile Home Parks as a permitted use instead of a conditional <br />use in R-7.2, RMF-7 & RMF-6 districts. <br /> <br />Page 106 Section 9.7-15. <br />Exempt the words "parks and," from the first line. <br /> <br /> Mr. Gene Holbrooks stated the need for separate zones in the county <br />which would permit multi-family dwellings such as condomirdums and apartments <br />but would prohibit mobile home parks. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne with <br />Commissioners Lentz, Payne, Barnhardt, and Milloway voting for and Chairman <br />Nash voting against, the Board approved the proposed zoning text amendment <br />to amend Page 16 Section 3.2-4 to allow Mobile Home Parks as a permitted <br />use instead of a conditional use in R-7.2, RMF-7, and RMF-6 districts and <br />to amend Page 106 section 9.7-15 to exempt the words "parks and," from the <br />first line. The heading for Section 9.7-15 on Page 106 as amended reads as <br />follows: 9.7-15 Mobile Home Subdivisions. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />and unanimously carried, the Board directed that the Planning staff and <br />Planning Board address the problem concerning the separation of zoning <br />districts for mobile home parks and apartments, condominiums, duplexes, <br />etc., at utmost speed and bring recommendations to the Board of Commissioners. <br /> <br />(2) Page 61 Section 4.8. Fifth sentence, second word exempt the word <br /> "Exclusive." <br /> <br /> After stating the proposed zoning text amendment, Mr. Jack Rankin <br />recommended that action be deferred by the Board of Commissioners and sent <br />back to the Planning Board for further study. He suggested that a new <br />subsection be included in the ordinance to deal specifically with landlocked <br />property. <br /> <br /> <br />
