268 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Milloway <br />and unanimously carried, the Board awarded the food service bid for Cabarrus <br />County to Servomation with the bid not to exceed $1.719. <br /> Mr. Don Goins, Assistant Division Engineer with the North Carolina <br />Department of Transportation, reviewed the proposed 1983-84 Secondary <br />Construction Program for Cabarrus County. Proposed projects for the county <br />included the paving of Oaktrail Circle (SR 2245), Moose Lodge Road (SR 2642), <br />Burlwood Road (SR 1215), and the widening of Cruse Road (SR 2444). <br /> Voting on motion made by Commissioner Barnhardt and seconded by <br />Commissioner Milloway to turn over the Sidestown/Shankletown sanitary sewer <br />lines along with the rights-of-way to the Board of Light and Water <br />Commissioners of the City of Concord for operation and maintenance was <br />as follows. <br /> <br />Yes - Commissioners Barnhardt and Milloway <br />No - Commissioner Payne and Chairman Nash <br /> <br /> Mr. John R. Boger, Jr., County Attorney, ruled that the motion by <br />Commissioner Barnhardt was defeated as it did not receive a majority <br />of the votes cast. <br /> The substitute motion by Commissioner Payne to table the item regarding <br />the Sidestown/Shankletown sewer lines until County officials could talk with <br />City officials failed for lack of second. <br /> Commissioner Milloway nominated Mrs. Wini Taylor of Kannapolis for <br />appointment to the Board of Electors of the Southern Piedmont Health Systems <br />Agency, Inc. Chairman Nash nominated Mmes. Rachel M. Parnell, Sue Casper, <br />Donna Baker, and Frances Power for appointment to the Board of Electors <br />and nominated Dr. Robert E. Hammonds for a provider position on the Governing <br />Board of the Southern Piedmont Health Systems Agency, Inc. Notification <br />of these nominations is to be forwarded to the Agency. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following resolution in <br />support of House Bill 426. <br /> <br />RESOLUTION SUPPORTING HOUSE BILL 426 <br /> <br /> WHEREAS, county governments face persistent and growing public <br />opposition to increases in property taxes; and <br /> WHEREAS, counties are required by State law to provide a wide <br />range of services which must be supported with county revenue; and <br /> WHEREAS, House Bill 426 has been introduced by Representative <br />Vernon James, and co-sponsored by Representatives Enloe, Evans, C. Hughes, <br />Keesee-Forrester, Seymour and Tyson and would increase the State sales <br />tax by 1¢; and <br /> WHEREAS, House Bill 426 would share one-half of these proceeds <br />with local governments; and <br /> WHEREAS, House Bill 426 would permit local officials to choose the <br />most appropriate use of these shared revenues based on local needs and <br />conditions; and <br /> WHEREAS, the North Carolina Association of County Commissioners <br />officially supports passage of House Bill 426; <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners calls upon the 1983 Session of the General Assembly to <br />pass House Bill 426. <br /> <br /> The Board agreed to meet with officials of the North Carolina Office <br />of Emergency Services for dinner on April 12, 1983. Notification of the <br />time and place will be sent to the Board members when arrangements for the <br />dinner are finalized by the Cabarrus County Office of Emergency Services. <br /> Mr. Charles McGinnis, County Manager, reported that a poll of County <br />employees had indicated that 220 employees are in favor of maintaining <br />the present monthly payroll system and 149 employees support a bi-monthly <br />payroll. He advised the Board the County would lose approximately $1,487.00 <br />per month in interest with a bi-monthly payroll system. According to <br />Mr. McGinnis, the total cost of a bi-monthly payroll including loss of <br />interest, programming cost, personnel, and supplies and printing would be <br />as follows. <br /> <br />}~nthly $ 1,802.77 <br />Annually $ 21,633.24 <br /> <br /> <br />
