272 <br /> <br /> The substitute motion by Commissioner Barnhardt and seconded by <br />Commissioner Milloway approving the submission of a Community Develop- <br />ment Block Grant application for Alternative 2 with the $750,000.00 <br />to be used for sewer improvements in the Silverhill area failed with <br />Commissioners Barnhardt and Milloway voting for and Commissioners Lentz <br />and Payne and Chairman Nash voting against. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />and unanimously carried, the Board authorized the Planning Director <br />to submit the Community Development grant application for housing <br />rehabilitation in the Shankletown area based upon determination of <br />priority of need in the three subareas of the Shankletown community. <br /> Mr. Dave Roberts, Division Engineer of the North Carolina Department <br />of Transportation, and Mr. T. L. Patterson, District Engineer, reviewed <br />the proposed 1983-84 Secondary Construction Program for Cabarrus County. <br /> Ms. Betty Graves requested assistance in the improvement of Perry <br />Street and Bogle Street located off Pitts School Road. <br /> Other items discussed during review of the Secondary Construction <br />Program included the unsafe condition of a bridge located on the <br />Georgeville-Barrier Store Road, the status of requested improvements to <br />railroad grade crossings, 'procedure for right-of-way acquisition for <br />roads, and the broken pavement on Old Charlotte Road.
