296 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the County Courthouse in Concord, North Carolina, on Thursday, <br />May 26, 1983, at 4:00 P.M. to consider the proposed merger of the Concord <br />City Schools and the Cabarrus County Schools. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Absent - Commissioner: Kenneth F. Payne <br /> Representatives of the Concord City Board of Education, the Cabarrus <br />County Board of Education, and the administrative staff of the two agencies <br />were present for the meeting. Dr. Joseph N. Fries, Superintendent of the <br />Cabarrus County Schools, reviewed the proposed Plan of Merger for the <br />consolidation of the Concord City School Administrative Unit and the Cabarrus <br />County School Administrative Unit and presented the following Certification <br />to the Board of Commissioners. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />CERTIFICATION <br /> <br /> The undersigned, Concord City Board of Education (the "City Board"), <br />and Cabarrus County Board of Education (the "County Board"), (the City <br />Board and the County Board being sometimes referred to collectively as the <br />Constituent Boards), hereby certify that: <br /> <br /> 1. On May 13, 1983, in separate lawful meetings, the Constituent <br />Boards approved and adopted a Plan of ~erger and consolidation of the <br />Concord City School Administrative Unit and the Cabarrus County School <br />Administrative Unit (the "Plan of Merger"), an executed copy of which is <br />attached hereto. Such action has been duly recorded in the minutes of <br />each of the respective Constituent Boards. <br /> <br /> 2. On May 13, 1983, the Constituent Boards announced and scheduled <br />a public hearing on the Plan of Merger for May 24, 1983, at 7:30 p.m. in <br />Courtroom #1 of the Cabarrus County Courthouse, Concord, North Carolina. <br /> <br /> 3. On May 24, 1983, at 7:30 p.m. in Courtroom #1 of the Cabarrus <br />County Courthouse, Concord, North Carolina, the Constituent Boards held.a <br />public hearing on the Plan of Merger. <br /> <br /> 4. At the conclusion of the public hearing on May 24, 1983, each of <br />the Constituent Boards acted to submit the Plan of Merger to the Board of <br />Commissioners for Cabarrus County, North Carolina, with recommendation for <br />its concurrence and approval. <br /> <br /> IN WITNESS WHEREOF, this Certification is signed and sealed pursuant <br />to the authority duly given by the City Board at a lawful meeting held on <br />May 24, 1983, and the County Board at a lawful meeting held on May 24, 1983. <br /> <br />CONCORD CITY BOARD OF EDUCATION <br />By: /s/ Samuel F.
