316 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />June 14, 1983, to continue review of the proposed 1983-84 Cabarrus County <br />Budget. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The Board agreed to discuss the request from the Charlotte Motor <br />Speedway for permission to conduct a fireworks display on Friday, June 17, <br />1983, during the Focus on Charlotte event. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />Barnhardt with Commissioners Milloway, Barnhardt, and Payne and Chairman <br />Nash voting for, the Board granted permission for a pyrotechnics display <br />during the Focus on Charlotte event at the Charlotte Motor Speedway on <br />Friday, June 17, 1983, under the supervision of the Partlows with Southern <br />International Fireworks, Inc. The certificate of insurance is to be <br />received by Cabarrus County prior to the fireworks display. <br />Commissioner Lentz was present for the remainder of the meeting. <br />Ms. Ardith St. JOhn, Chairperson of the Cabarrus County Council on <br />the Status of Women, reviewed the activities of the Council and requested <br />that the Board reinstate the County appropriation of $350.00 for the 1983-84 <br />budget year. <br /> The motion by Chairman Nash to reinstate the County contribution to the <br />Council on the Status of Women failed for lack of second. <br /> Mr. James Pharr, Fire Marshal, presented the revised budgets for the <br />volunteer fire departments as requested by the Board on June 7, 1983. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board approved the budgets for the volunteer fire <br />departments and the fire tax rates as presented. Pleasant Rural .04 <br />Enochville .04 North East .06 <br />Flowes Store .05 Odell .035 <br />Georgeville .06 Pitts .035 <br />Harrisburg .04 Poplar Tent .06 <br />Jackson Park .01 Rimer .05 <br />Kannapolis Sanitary Dist.-- Royal Oaks -- <br />Kannapolis Village -- Winecoff .025 <br />Midland .045 <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />with Commissioners Milloway and Lentz and Chairman Nash voting for and <br />Commissioners Payne and Barnhardt voting against, the Board approved <br />the Kannapolis Police Department budget as recommended by the County Manager <br />and included $360.00 for garbage service at the department. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and carried, the Board approved the Jail budget as recommended with the <br />food service line item reduced to $100,000.00. <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Barnhardt and <br />carried, the Board rescinded the $9,500.00 from the Equipment and Furniture <br />line item of the Emergency Management budget. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and carried, the Board approved the Emergency Management budget as recommended <br />by the County Manager with the deletion of $9,500.00 from the Equipment and <br />Furniture line item. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Nash a~d <br />carried, the Board adopted the Ambulance budget as recommended with the <br />Equipment and Furniture line item reduced from $43,520.00 to $26,020.00. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and carried, the Board adopted the Dog Warden budget as recommended with <br />the reduction of the Automotive Supplies line item to $6,825.00. <br /> <br /> <br />
