331 <br /> <br /> Ayes: Chairman Nash and Commissioners Barnhardt, Milloway, Lentz, <br />and Payne. <br /> <br />Noes: None <br /> <br /> EXHIBIT A <br /> <br /> Names and Addresses of Persons Present at Public Hearing and Summary <br />of Their Comments: <br /> <br /> No one spoke during the public hearing regarding the proposed issuance <br />of the bonds to finance the Project. <br /> <br /> UPON MOTION of Chairman Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board moved that the proposed Reduction in Force <br />policy not be approved as an addition to the present Cabarrus County <br />Personnel Ordinance. <br /> The Board reviewed the minutes of the Cabarrus-Rowan Park Commission <br />meeting of June 20, 1983, regarding the recommendation that Mr. Philip H. <br />Smith, Sr., be reappointed by the Cabarrus County Board of Commissioners <br />to the Cabarrus-Rowan Park Commission. <br /> Commissioner Lentz nominated Mr. Philip H. Smith, Sr., for reappoint- <br />ment to the Cabarrus-Rowan Park Commission. Commissioner Barnhardt <br />nominated Mrs. Barbara Howell for appointment to the Cabarrus-Rowan Park <br />Commission. Voting was as follows. <br /> <br />Mrs. Barbara Howell - <br />Mr. Philip H. Smith, Sr. - <br /> <br />Commissioners Barnhardt and Milloway <br />Commissioners Lentz and Payne and <br />Chairman Nash <br /> <br /> Mr. Philip H. Smith, Sr., was reappointed to the Cabarrus-Rowan Park <br />Commission for a four-year term ending July 1, 1987. <br /> Mr. Leon Miller, Manpower Representative with the Centralina Council <br />of Governments, reviewed the provisions of the Job Training Partnership <br />Act and the establishment of the Centralina Job Training Consortium. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the ratification of the following <br />"Centralina Interlocal Cooperative Agreement for Job Training" as of <br />the 28th day of June, 1983. <br /> <br />ARTICLES OF ASSOCIATION FOR THE <br />CENTRALINA INTERLOCAL COOPERATIVE CONSORTIUM <br /> FOR JOB TRAINING <br /> <br /> The undersigned units of local government, to wit, the counties of <br />Cabarrus, Iredell, Lincoln, Rowan, Stanly, and Union, in North Carolina, <br />being desirous of agreeing to an undertaking pursuant to the provisions <br />of N.C.G.S. 160A-460, et. seq., do hereby adopt the following Articles <br />of Association and Agreement: <br /> <br /> I <br />TITLE OF AGREEMENT <br /> <br /> This agreement shall be referred to as the "Centralina Interlocal <br />Cooperative Agreement for Job Training." The undertaking expressed in <br />this agreement shall be referred to as the "Centralina Job Training <br />Consortium." <br /> <br /> II <br />DURAT ION <br /> <br /> This agreement shall become effective as of June 28, 1983 upon rati- <br />fication of all member governments and shall remain in effect until 90 <br />days after notice is received that one or more members desires to withdraw <br />from the consortium, or until action of the Governor changes the service <br />delivery area in which the consortium is to operate, or until otherwise <br />determined by the members hereof. <br /> <br /> <br />
