332 <br /> <br /> III <br />PURPOSE <br /> <br /> The purpose of this agreement is to establish the six contiguous <br />counties represented by the undersigned units of local government as a <br />"service delivery area" as that term is defined in Section 101 of Public <br />Law 97-300 for the purpose of administering the "Job Training Partnership <br />Act" (Public Law 97-300) in the six contiguous counties represented by <br />the undersigned units of local government. The undersigned hereby agree <br />that the consortium shall take all reasonable steps necessary to constitute <br />the geographical area which they represent (hereafter called Centralina <br />Area) as a "service delivery area", and to administer the Job Training <br />Partnership Act (hereafter JTPA) in said area, in accordance with provisions <br />of Public Law 97-300 and accompanying regulations. <br /> <br />IV <br />ESTABLISHMENT OF CENTRALINA <br /> PRIVATE INDUSTRY COUNCIL <br /> <br /> A. Upon designation by the Governor of North Carolina of the <br />Centralina Area as a service delivery area the Chairmen of the Boards of <br />County Commissioners of each of the undersigned units of local government <br />shall convene to establish and select a Centralina Private Industry Council <br />(hereinafter Centralina PIC) as such entity is defined and described in <br />Sections 102 and 103 of the JTPA and accompanying regulations. The members <br />of the Centralina PIC are to be selected in accordance with the nominating <br />process and representative scheme set forth in Section 102 of the JTPA. <br /> <br /> B. Initially, the Centralina PIC shall consist of twenty (20) <br />members. Twelve (12) of these members shall represent the private sector <br />as that term is defined in Section 102 of the JTPA. Of these twelve (12) <br />members two (2) shall represent each of the six (6) undersigned units of <br />local government. Of the eight (8) remaining members, one (1) shall <br />represent community colleges, one (1) shall represent public educational <br />institutions, one (1) shall represent social service agencies, one (1) <br />shall represent organized labor, one (1) shall represent vocational reha- <br />bilitation agencies, one (1) shall represent community based organizations, <br />one (1) shall represent economic development agencies, and one (1) shall <br />represent public employment service agencies. <br /> <br /> C. The initial terms of ten members of the initial Centralina PIC <br />shall expire on June 30, 1984 and the initial terms of the remaining <br />members shall expire on June 30, 1985. Thereafter, all the terms of <br />service of all members of the Centralina PIC shall be two years. <br /> <br /> D. Successors to the initial members of the Centralina PIC who die, <br />resign, or otherwise cease to serve, shall be selected by Chairmen of the <br />Boards of Commissioners of the undersigned units of local government. If <br />the Chairmen desire to reappoint a current member of the Centralina PIC to <br />another two (2) year term, the nominating process described in Section 102 <br />of the JTPA need not be followed. If the Chairmen do not desire to <br />reappoint a current member of the Centralina PIC to another two year term, <br />then nominations to fill the vacancy shall be sought in accordance with <br />the process described in Section 102 of the JTPA and accompanying <br />regulations. <br /> <br /> E. The composition of the Centralina PIC shall at all times conform <br />with the requirements of Section 102 of Public Law 97-300 and accompanying <br />regulations. <br /> <br /> V <br />AUTHORITY TO ENTER INTO AGREEMENTS <br /> WITH CENTRALINA PIC <br /> <br /> The Chairmen of the Boards of Commissioners of the undersigned units <br />of local government are hereby authorized to enter into agreements with the <br />Centralina PIC specifying procedures for the development of the job training <br />plan; agreements relating to the selection of a grant recipient and entity <br />to administer the job training plan; and any other agreements necessary <br />to advance the administration of the Job Training Partnership Act within <br />the Centralina Area. <br /> <br /> <br />
