334 <br /> <br />CENTRALINA JOB TRAINING CONSORTIUM <br />RESOLUTION FOR COUNTY COMMISSIONS <br /> <br /> WHEREAS, the Counties of Cabarrus, Iredell, Lincoln, Rowan, Stanly <br />and Union have requested to be, and have been, designated by the Governor <br />of North Carolina as a Service Delivery Area for purposes of administering <br />and distributing funds and services under the Job Training Partnership Act <br />of 1982, PL 97-300 (hereafter called the JTPA); and <br /> <br /> WHEREAS, it is necessary and desirable that the county governments <br />in this Service Delivery Area form a consortium or joint undertaking for <br />the purpose of effecting the provisions of JTPA within the said Service <br />Delivery Area; and <br /> <br /> WHEREAS, the Chairman of this Board of County Commissioners executed <br />on behalf of this county, subject to notification by this Board, the <br />"Centralina Interlocal Cooperative Agreement for Job Training", dated <br />June 28, 1983, which agreement establishes a joint undertaking or <br />consortium pursuant to N.C.G.S. 169A-460, et seq. and the JTPA among <br />the counties within the Service Delivery Area, whereby said counties <br />agree to jointly participate in the administration of the JTPA within <br />the Service Delivery Area. <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br /> That the participation by this county as a party in the Centralina <br />Interlocal Cooperative Agreement for Job Training, dated June 28, 1983, <br />be and it is hereby ratified in all respects; and that the execution <br />of the foregoing agreement by our Chairman is ratified, confirmed, and <br />adopted by this Board. <br /> <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Payne <br />and unanimously carried, the Board adopted the following resolution. <br /> <br />RESOLUTION APPROVING REVISED AGREEMENT BETWEEN THE NORTH CAROLINA <br />DEPARTMENT OF TRANSPORTATION AND COUNTY OF CABARRUS FOR DISBURSEMENT <br /> AND ACCOUNTING OF PLANNING FUNDS APPROPRIATED UNDER SECTION <br /> 104(f) OF TITLE 23 UNITED STATES CODE <br /> <br /> THAT WHEREAS, Section 104(f) of Title 23 United States Code provides <br />planning funds to be apportioned to the State of North Carolina to be <br />made available to metropolitan planning organizations designated by the <br />State for carrying out a continuing, cooperative, and comprehensive <br />urban transportation planning process; and <br /> <br /> WHEREAS, the Cabarrus County Planning Department has been <br />designated as the Lead Planning Agency for the Metropolitan Planning <br />Organization to cooperatively perform the planning work with the Department <br />of Transportation and to be recipient of the planning funds provided by <br />Section 104(f) of Title 23 United States Code; and <br /> <br /> WHEREAS, Cabarrus County and the Department of Transportation have <br />previously entered into an Agreement for disbursement and accounting of <br />the planning funds, said Agreement being dated May 13, 1982; and <br /> <br /> WHEREAS, it has been determined by the County of Cabarrus and <br />Department of Transportation that a revised Agreement is desirable as a <br />result of changes in Federal Regulations. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF CABARRUS <br />COUNTY: <br /> <br />That the revised Agreement for Disbursement and Accounting of Urban <br />Transportation Planning Funds appropriated under Section 104(f), <br />Title 23 United States Code, between the North Carolina Department of <br />Transportatio~ and the County of Cabarrus is hereby approved. <br /> <br /> <br />
