335 That the County Manager be authorized, designated, and empowered in the name of, and on behalf of, the County to: (1) execute said Agreement; (2) accept any funds extended; (3) make any required assurances; (4) furnish any information and documents that may be required in connection therewith; and (5) execute any necessary documents as may be required. RESOLUTION TO LEVY NO TAXES FOR THE PARKWOOD SANITARY DISTRICT FOR THE FISCAL YEAR 1983-84 WHEREAS the Commissioners of the Parkwood Sanitary District have adopted their annual budget for the fiscal year beginning July 1, 1983 and ending June 30, 1984, a copy of which is hereto attached; and WHEREAS the Board of Light & Water Commissioners of the City of Concord assumed responsibility for the water and sewer operations of the District on July 1, 1981 pursuant to an agreement between the District and the Light & Water Commissioners dated March 10, 1981; and WHEREAS the sum of $9,410.50 required to pay the interest and principal on the bonded indebtedness to retire the District's bonds which will become due and payable during the ensuing fiscal year will be provided by an escrow agreement with Citizens National Bank dated March 10, 1981; and WHEREAS the accumulated reserves of the District will be adequate to provide sufficient funds for the District's other operations. NOW, THEREFORE, BE IT RESOLVED: 1. That the Parkwood Sanitary District does hereby find as a fact: (a) The funds available in the District's accumulated reserve fund are sufficient for the payment of interest and the retirement of the District's bonded indebtedness. (b) Under an agreement dated March 10, 1981 with the City of Concord Board of Light and Water Commissioners, the Board bears responsibility for delivery of water and sewer services within the District. (c) The interest income of the District will be adequate to support its administrative operations without a levy of taxes. 2. That the Secretary of the Parkwood Sanitary District Board of Commissioners certify to the Board of County Commissioners for Cabarrus County a request that the Board of Commissioners levy no tax on the property in the County on behalf of the district.
