<br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M.
<br />on Thursday, July 7, 1983, at the County Courthouse in Concord, North
<br />Carolina, for a public hearing regarding proposed Zoning Atlas and Text
<br />Amendments.
<br /> Present - Chairman: J. Harold Nash
<br /> Commissioners: Archie'Y. Barnhardt
<br /> Marcelle Milloway
<br /> Absent - Commissioners: James W. Lentz
<br /> Kenneth F. Payne
<br /> Mr. Jack Rankin, Chairman of the Cabarrus County Planning Board,
<br />presented each of the proposed amendments as recommended by the Cabarrus
<br />County Planning Board. Mr. James Owens, Assistant Planning Director,
<br />reviewed the location of each of the areas proposed for rezoning and
<br />reviewed the proposed text amendments under consideration by the Board of
<br />Commissioners. Public input was received by the Board for the amendments
<br />prior to action by the Board of Commissioners.

<br />ZONING ATLAS AMENDMENTS

<br />George E. Long, Dr. Thomas A. Baucom, Wellon C. Morrison. Petition
<br />83-11. Township 1 & 10. Corner of Flowes Store Road and Highway
<br />24 & 27. Map/PIN 5524-09-3071, 5534(01)-08-7596, 09-5953, 09-7923.
<br />Wishes to rezone from ARR to C-4. Planning Board approved the
<br />rezoning request.
<br />
<br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner
<br />Milloway and unanimously carried, the Board approved Petition 83-11 to
<br />rezone Map/PIN 5524-09-3071, upper south portion of 5534(01)-08-7596
<br />extending from northern property line of 5534(01)-08-6461, 5534(01)-09-5953,
<br />and 09-7923 from ARR to C-4.

<br />Kannapolis. Map/PIN 5614(18)-30-6463, 30-6498, 30-7514, 30-7567,
<br />30-7667, 30-7641, 30-8704, 40-1763. Wishes to rezone from 7.2 to
<br />C-2. Planning Board tabled motion until a letter is received from
<br />Cannon Holding Company.

<br /> The Board reviewed a letter dated June 15, 1983, from Mr. Jeffrey C.
<br />Carpenter, Associate Director of Real Estate for Cannon Mills Company,
<br />stating that the company "would not be opposed to the reclassification from
<br />residential to commercial" of the property owned by Cannon Mills Company
<br />which was included in the petition for rezoning.
<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner
<br />Barnhardt and unanimously carried, the Board approved Petition 83-12
<br />to rezone Map/PIN 5614(18)-30-6463, 30-6498, 30-7514, 30-7567, 30-7667,
<br />30-7641, 30-8704, 40-1763 from 7.2 to C-2.

<br />to rezone from ARR to C-4. Planning Board. approved the rezoning

<br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner
<br />Barnhardt and unanimously carried, the Board approved Petition 83-13 to
<br />rezone Map/PIN 5524-69-4468, 79-8519 from ARR to C-4.

<br />Alexander Heirs. Petition 83-14. Township 4. Cannon Blvd.
<br />Map/PIN 5623(13)-04-2777. Wishes to rezone from RMiF-6 to C-3.
<br />Planning Board denied rezoning request.
<br />
<br /> Mr. Sam J. Haithcock, Jr., resident of Irene Avenue, opposed the
<br />rezoning request, stating that the higher commercial classification of that
<br />property would lower the residential integrity of the adjoining community.
<br /> Mr. Bachman S. Brown, attorney representing the property owners
<br />requesting the rezoning, asked that the Board approve the rezoning petition
<br />in order to bring that tract of land into conformity with the other property
<br />located on Cannon Boulevard.
<br /> The motion by Commissioner Milloway to uphold the Planning Board's
<br />denial of Petition 83-14 failed for lack of second.
