368 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, September 1, 1983, at the County Courthouse in Concord, North <br />Carolina, for a public hearing regarding proposed Zoning Atlas and Text <br />amendments and Mobile Home Park Ordinance amendments. <br /> Present - Chairman: J. Harold Nash <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Mr. F. A. Rankin, Jr., Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by the Planning <br />Board. Mr. James Owens, Assistant Planning Director, reviewed the location <br />of each of the areas proposed for rezoning and reviewed the Zoning and <br />Mobile Home Ordinance text amendments under consideration by the Board of <br />Commissioners. Public input was received by the Board for the amendments <br />prior to action by the Board of Commissioners. <br /> <br />PROPOSED ZONING ATLAS AMENDMENTS <br /> <br />(i) <br /> <br />Bobby G. Wilkie, Petition 83-16, Township 4, South }~in Street, <br />Map/PIN 5612(16)-84-1169. Wishes to rezone from R-9 to C-3. Planning <br />Board approved request. <br /> <br /> Mr. Phil Lippard of Associated Realty of Kannapolis represented Mr. <br />Bobby G. Wilkie and requested that the petition be approved to extend the <br />present C-3 zoning district to include the proposed property. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved Petition 83-16 to rezone <br />Map/PIN 5612(16)-84-1169 from R-9 to C-3. <br /> <br />(2) <br /> <br />Lester and Beulah Tuck and Myra Winecoff, Petition 83-17, Township 4, <br />Centergrove Road, Map/PIN 5613(12)-85-1091, 85-3930, 85-3795. <br />Wishes to rezone from R-7.2 to C-3. Planning Board approved request. <br /> <br /> Ms. Beulah Tuck, property owner, spoke in favor of the requested <br />rezoning. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved Petition 83-17 to rezone <br />PEp/PIN 5613(12)-85-1091, 85-3930, 85-3795 from R-7.2 to C-3. <br /> <br />(3) <br /> <br />Gaillard Mervin, Roby P. Combs and Jerry M. Brown, Petition 83-18, <br />Township 1 and 10, Flowes Store Road and Bethel Church Road. <br />Map/PIN 5536-56-8217, 56-1019, 57-4410. Wishes to rezone from ARR <br />to C-4. Planning Board denied request. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board tabled action on Petition 83-18 until <br />consideration of the proposed Zoning Text amendment regarding permitted <br />use of antique shops. <br /> <br />(4) <br /> <br />Fletcher-Harward, Petition 83-19, Township 11, Highway 49 and Zion <br />Church Road East, Map/PIN 5539-63-4211. Wishes to rezone from R-15 <br />to RMF-7. Planning Board denied request. <br /> <br /> Mr. John Fletcher stated plans to develop a subdivision of single family <br />houses on the property. He stated he was requesting the higher density <br />level of the RMF-7 zoning in order to maintain development costs at a <br />reasonable rate and to provide more affordable housing for that section of <br />the county. Also, Mr. Fletcher stated that the requested RMF-7 zoning would <br />be contiguous with other zoning in the area. Mr. Fletcher advised the <br />Board he planned to install water and sewer lines on the property and presented <br />a letter from the Board of Light and Water agreeing to provide water and <br />sewer service to the area. <br /> Mr. Larry Williams of Prestige Realty spoke in favor of the rezoning <br />petition. He stated the need for more affordable housing in the county and <br />stated the proposed property was the most logical area to develop as it <br />does have access to water and sewer. <br /> <br /> <br />
