369 <br /> <br /> Mr. William Mills, III, attorney representing residents of Zion <br />Church Road and Woodland Drive, stated opposition to any zoning classification <br />for the property which would permit lots less than 15,000 square feet in <br />size. He asked that the petition be denied and stated concerns of possible <br />spot zoning, increased traffic near the intersection of Highways 601 and 49, <br />and the availability of rights of way to install water and sewer lines to <br />the property. <br /> Mr. Max Harris, resident of Zion Church Road, spoke against the <br />rezoning petition and asked that the property remain zoned as R-15. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner Lentz <br />with Commissioners Barnhardt, Lentz, and Milloway and Chairman Nash voting <br />for and Commissioner Payne voting against, the~Board denied Petition 83-19 <br />to rezone Map/PIN 5539-63-41211 from R-15 to RMF-7. <br /> <br />(5) <br /> <br />Billy D. Planning Board denied request. <br /> <br /> Mr. Brooks Johnson of Mineral Research and DeVelopment Corporation <br />opposed the proposed C-3 rezoning, stating the rezoning would damage the <br />integrity of the present industrial site. He stated that the C-3 <br />classification would allow numerous types of businesses in the area and <br />could create possible conflicts for the industry already established in <br />the area. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />with Commissioners Milloway, Payne, and Lentz and Chairman Nash voting for <br />and Commissioner Barnhardt voting against, the Board denied Petition 83-21 <br />to rezone Map/PIN 5518-40-6315 from A-I to C-3. <br /> <br />PROPOSED ZONING TEXT AMENDMENTS <br /> <br />(1) Page 10, Section 3.2-4 <br /> <br /> · Insert antique shops in the schedule of use regulations as a <br /> permitted use in ARR, C-l, C-2, C-3 and C-4 zoning districts. <br /> Planning Board approved text amendment. <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved the proposed zoning text <br />amendment as follows. <br /> <br />Page 10, Section 3.~2-4 <br /> Insert antique shops in the schedule of use regulations as <br /> a permitted use in ARR, C-i, C-2, C-3 and C-4 zoning districts. <br /> <br /> The Board agreed to consider the tabled rezoning petition 83-18 from <br />Mr. Gaillard Mervin to rezone property on Flowes Store Road and Bethel Church <br />Road from ARR to C-4. Mr. Mervin informed the Board that he had requested <br />the rezoning in order to place an antique shop in the old Flowes Store <br />building. He stated that the Zoning Text amendment approved by the Board <br />would allow him to proceed with his plans without the rezoning. <br /> <br /> <br />
