396 <br /> <br /> Chairman Nash advised Mrs. Betsy Carpenter that in the future matters <br />regarding animals should be directed to the Animal Advisory Committee prior <br />to being presented to the Board of Commissioners. <br /> Mr. Charles D. McGinnis, County Manager, reported that he had talked with <br />Mr. Carl Miller, Director of the Stonewall Jackson Training School, regarding <br />the possible location of an animal shelter on property at the school. He stated <br />that Mr. Miller had indicated that an animal shelter on the property would <br />create too muCh traffic on the campus and create problems in carrying out the <br />training school functions. Mr. McGinnis reported that there was property at <br />the County Landfill as well as adjacent to the County Health Department that <br />could be used as a site for an animal shelter. Also, Mr. McGinnis advised the <br />Board that he had not received a response from the City of Concord regarding <br />the possibility of a joint city/county animal shelter. <br /> Messrs. Lipe Barrier and Carl Overcash reported that the stream <br />channelization project had progressed very well this season and that eight <br />(8) miles of Dutch Buffalo Creek had recently been cleared of obstructions. <br />Mr. George Barrier, owner of property located on Dutch Buffalo Creek, compli~ <br />mented the stream channelization work that had been performed in the county. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board granted permission to the Charlotte Motor <br />Speedway to conduct a pyrotechnics display at the Speedway on October 9, 1983, <br />under the supervision of Mr. Gary Partlow of Southern International Fireworks, <br />Inc. <br /> uPON MOTION of Commissioner Payne, seconded by Chairman Nash and unanimously <br />carried, the Board tabled the appointment of a member to the Jury Commission <br />until the next meeting. <br /> Mr. Hugh Price, District Conservationist, presented a plan for planting <br />trees at the County Landfill. He recommended that the County begin work at <br />the Landfill with the planting of Loblolly and/or Virginia pine seedlings on <br />the thirty-six (36) acres of the old landfill site. He reviewed a letter and <br />price list from Ms. Laura F. THE PAY PLAN <br /> <br />Section 3. Use of Salary Ranges <br /> <br /> (b) Ail county employees will receive an automatic one-step pay <br /> increase on the anniversary date of their time in grade and <br /> class for the first, second, and third year of time in grade <br /> and class up through Step 4. <br /> <br /> <br />
