396 Chairman Nash advised Mrs. Betsy Carpenter that in the future matters regarding animals should be directed to the Animal Advisory Committee prior to being presented to the Board of Commissioners. Mr. Charles D. McGinnis, County Manager, reported that he had talked with Mr. Carl Miller, Director of the Stonewall Jackson Training School, regarding the possible location of an animal shelter on property at the school. He stated that Mr. Miller had indicated that an animal shelter on the property would create too muCh traffic on the campus and create problems in carrying out the training school functions. Mr. McGinnis reported that there was property at the County Landfill as well as adjacent to the County Health Department that could be used as a site for an animal shelter. Also, Mr. McGinnis advised the Board that he had not received a response from the City of Concord regarding the possibility of a joint city/county animal shelter. Messrs. Lipe Barrier and Carl Overcash reported that the stream channelization project had progressed very well this season and that eight (8) miles of Dutch Buffalo Creek had recently been cleared of obstructions. Mr. George Barrier, owner of property located on Dutch Buffalo Creek, compli~ mented the stream channelization work that had been performed in the county. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board granted permission to the Charlotte Motor Speedway to conduct a pyrotechnics display at the Speedway on October 9, 1983, under the supervision of Mr. Gary Partlow of Southern International Fireworks, Inc. uPON MOTION of Commissioner Payne, seconded by Chairman Nash and unanimously carried, the Board tabled the appointment of a member to the Jury Commission until the next meeting. Mr. Hugh Price, District Conservationist, presented a plan for planting trees at the County Landfill. He recommended that the County begin work at the Landfill with the planting of Loblolly and/or Virginia pine seedlings on the thirty-six (36) acres of the old landfill site. He reviewed a letter and price list from Ms. Laura F. Mackey of the North Carolina Division of Forest Resources regarding the planting of these trees by the Division of Forest Resources at the following prices per acre. UPON MOTION of Commissioner Payne, seconded by Chairman Nash and unanimously carried, the Board authorized the County Manager to enter into a contract with the North Carolina Division of Forest Services to machine plant pine seedlings at the County Landfill site and appropriated $4,000.00 from the Commissioners' Contingency Fund for the planting of these seedlings. UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and unanimously carried, the Board adopted the following amendment to the Cabarrus County Personnel Ordinance. ARTICLE III. THE PAY PLAN Section 3. Use of Salary Ranges (b) Ail county employees will receive an automatic one-step pay increase on the anniversary date of their time in grade and class for the first, second, and third year of time in grade and class up through Step 4.
